CHENNAI, July 29: The report submitted to the state government by a special committee that probed the cause into the Big Temple fire which killed 45 persons blames the bursting of crackers for the mishap. The committee has also recommended that permission from the PWD, police and fire department be sought to burn crackers in public funtions, in the future.
