Zaire talks
CONGO: ZAIRE’S president Mobutu Sese Seko and rebel leader Laurent Kabila failed today to agree on terms of Mobutu’s departure but fresh talks were planned in up to 10 days, mediators said. But Kabila said from the South African ship where the talks took place that his rebels would fight on while Mobutu considered their demand that he resign. UN and Organisation of African Unity (OAU) special envoy Mohamed Sahnoun, reading a final communique, told a closing news conference that Mobutu had offered to hand over to an elected president. Kabila, for his part, insisted that his rebel alliance should act as the transitional authority to organise elections, the communique said.
