In A bid to ensure that “objectionable content” is not transmitted through bulk SMSes and recorded voice messages during poll campaigns, the Election Commission has decided that political parties and candidates will now have to get pre-certification — similar to the way it is necessary to get certification to air election advertisements on television and radio.

Stating that it has taken cognizance of the fact that political parties and candidates often use bulk SMSes and recorded voice messages to campaign, the EC said that these “may also be sometimes misused to send malicious and vilifying material, there by violating electoral and criminal laws as well as Model Code of Conduct”.
“The Commission has decided it is necessary to monitor the content of such bulk SMSes during the election process so that objectionable content is not transmitted,” the EC said.
