UGC performance indicators to decide fate of state university teachers

There is good news for college teachers in the state. The University Grants Commission (UGC) is likely to make Academic Performance Indicators (API) mandatory for promotion and appointment of professors and lecturers. In the final stage of implementation of the Sixth Pay Commission’s Chaddha Committee report,the UGC had invited M S University (MSU) Vice-Chancellor Prof Ramesh Goyal,Bhavnagar University Vice-Chancellor H C Trivedi and Gujarat Vidyapith Registrar Rajendra Khimani to Pune for the regional consultative meeting on Sunday.

One of the few issues raised in the meeting was that of transparency in the appointment of vice-chancellors. Trivedi told Newsline,“Three issues should be compulsorily addressed by the UGC: state government should enforce the pay panel in toto in all the varsities of Gujarat; the qualification of a vice-chancellor and his/her selection procedure should be properly addressed; and no liberty should be given to the varsity in setting the API.”

Prof Goyal said: “UGC is in the final stage of implementing the Chadha Committee’s Sixth Pay Commission report. The final regional meeting will be held on June 4. Later,all state-level universities will be asked to implement the API. All teachers will be assessed on their research at the national or international level as well as teaching. There will be a marking system for each.” In fact,Centre for Advanced Study in Education,MSU,has come up with a system where students will assess their teachers’ performance.

Jayanti Ravi,Commissioner,Higher Education,refused to comment on it,so did Kirit Joshi,CM’s educational advisor.

Prof Kishore Joshi from Bhavnagar University has done a comparatively analysis of private higher education in India and abroad in terms of efficiency and quality. He said the appointment of V-Cs in Gujarat is becoming increasingly less transparent. “There are two reasons for this: its inseparable political bond and non-academic persona proliferation,which largely emerges from the first reason. The academic height of V-Cs is deteriorating,” he said.
