Uttarakhand Police have instructed officials concerned to maintain peace and ensure “flawless security” in their respective districts during the proposed Assembly session later this week.
The directive comes amid the possibility of a few organisations staging protests against the presentation of the Uniform Civil Code (UCC) Bill in the Assembly.
In a meeting with circle officers, district in-charge, and security officials of the Assembly, Additional Director General of Police (Crime and Law & Order) A P Anshuman issued the instructions to make timely arrangements by identifying the organisations and by alerting the police or information system in their respective districts.
The ADG also directed that in addition to the police and Provincial Armed Constabulary (PAC) forces available in the districts, the police force made available to Dehradun district should be properly utilised for maintaining peace and implementing law and order during the session.
“Only people holding passes should be allowed to enter the Vidhan Sabha complex after proper checking. Barricading should be done daily at major places such as inside and outside the Vidhan Sabha complex,” said the ADG, instructing to conduct daily checks at important places such as the barricades inside and outside the Assembly complex.
According to a statement issued by the Uttarakhand police media cell, given the events proposed by various organisations during the Assembly session, instructions were given to prepare a traffic plan in advance and make arrangements for route diversion.
Instructions were given to appoint an adequate number of security personnel on the towers, water tanks, and telephone towers located around the Assembly building so that no person can create an unpleasant situation by climbing these towers during the session.
It was informed that during the session, a sufficient number of people will be deployed to keep an eye on suspicious persons and objects in crowded places such as bus stands, railway stations, taxi stands, main market, parks, hotels, inns, dharamshalas, and religious places.
Earlier, the five-member expert committee formed to prepare a draft for the UCC in Uttarakhand, informed the state government that they have completed the draft and will submit it to the state government on February 2. After the draft is submitted, it will be placed before the cabinet and later in the Assembly. Uttarakhand Chief Minister Pushkar Singh Dhami on Monday said bringing UCC in the state was their electoral promise, which they are now fulfilling.
Referring to the UCC as a matter of national significance, former Chief Minister and prominent Congress leader Harish Rawat expressed his perplexity regarding the rationale behind its implementation at the state level. Rawat questioned the decision, emphasising that if it pertains to a national concern, it should be introduced by the Union government for the entire country, rather than being implemented at the state level.
