A lawyer associated with Shia outfit Anjuman-e-Haidari, has alleged in Delhi High Court that the Intelligence Bureau had infringed on his fundamental rights by issuing a ‘Look-Out Circular’ to stop a six-member delegation led by cleric Maulana Kalbe Jawad and including himself, to travel to Iraq on a ‘peace mission’ against the ISIS last year.
The plea, filed by advocate Mehmood Pracha, has sought directions to declare IB as “unconstitutional” and “disband the organisation.”
He also sought Rs 10 crore damages, a “public apology” from the government and a quashing of the lookout circular.
Pracha said the delegation should not have been stopped from visiting Iraq as the ‘peace mission’ was “in conformity with the view of the Government of India” against terrorism.
Government counsel Manik Dogra told the court that he was not aware whether the lookout circular was still existing or had been withdrawn.
Though the court did not take up the issue of legality of the IB, it asked the government to answer whether any lookout circulars were still existing against Pracha and others.
