Top 10 Indian states with highest women employability in 2025: Over the years, the way women in India look at their careers has changed a lot. With time, more women are breaking barriers, stepping into different fields, and building meaningful careers.
From metros to fast-growing smaller cities, job opportunities are now shaping where women choose to live and work. Things like safety, education, work culture, and career growth all play a big role in these choices. Some states are top choices for working women because they have been able to improve opportunities and create a more welcoming and safe atmosphere.
According to the India Skills Report 2025 by Wheebox, a global education and talent company, women’s employability and work preferences are changing fast. As more organisations focus on gender diversity and equal opportunities, it’s becoming important to understand which parts of India are attracting women professionals the most.
The research also demonstrates the changes in women’s employability over time. According to the Global Employability Test, 45.6 per cent of women were deemed employable in 2019. After briefly falling to 41.25 per cent in 2021, the percentage increased to 47 per cent in 2020. From there, it steadily improved, reaching 53.28 per cent in 2022, 52.8 per cent in 2023, 50.86 per cent in 2024, and 47.53 per cent in 2025. These figures demonstrate that although women are making strides, much more needs to be done to encourage them to enter the labour.
The states at the top of the list are indicative of a larger trend: women are drawn to areas with superior infrastructure, safety, and employment opportunities.
States without structures that support women are making less progress in the meanwhile. Businesses can use this information to better understand where women feel most at ease and how to create more welcoming environments.
