The Haryana Cabinet on Thursday approved numerous incentives for women and children. Social security allowance for women under Laadli scheme, pension for widows and destitute women, financial assistance for destitute children, allowances for dwarfs and eunuchs were all increased. The Cabinet also hiked the reward money for sportspersons manifold.
The cabinet decided to double the monthly allowance of Laadli social security scheme and monthly allowance for dwarfs and eunuchs from Rs 500 to Rs 1,000. The income limit under the widow pension scheme and financial assistance to destitute children was also enhanced.
“The enhancement in these allowances will be applicable from April 1, 2014,” said Chief Minister Bhupinder Singh Hooda after the Cabinet meeting here. At present, 25,963 people are benefitting from this scheme. “Laadli Social Security Allowance Scheme was implemented in the state from January 1, 2006, for families with only daughters and no sons. The benefit starts from the 45th birthday of the parents and is applicable for 15 years at Rs 750 a month. Thereafter, the parents can get Old Age Samman Allowance if they are eligible,” Hooda said.
At present, only 18 beneficiaries are getting the dwarf allowance and 14 are getting benefits under eunuch scheme. Under the pension to widows and destitute women scheme, the Cabinet revised the income limit from Rs 30,000 to Rs 2 lakh a year. At present there are 5,79,469 beneficiaries, and there is a budget provision of Rs 734.7 crore for financial year 2014-15 for the scheme.
Similarly, under the Financial Assistance to Destitute Children Scheme, the Cabinet increased income criteria from Rs 30,000 to Rs 2 lakh a year. About 1,53,854 people are beneficiaries of the scheme.
The state government also decided to implement a new scheme, Kanyadan, to provide an incentive of Rs 11,000 to a girl if her marriage is solemnised through mass marriage. An organisation of at least 11 marriages will be defined as a mass marriage for the purpose.
Other Cabinet decisions:
# All kinds of pulses exempted from VAT. Also, the Cabinet reduced VAT on ‘Khal’ that is oilcake from 5 per cent to 2 per cent.
# Affordable Housing Policy (AHP) 2013 for housing scheme to be developed by Omaxe Ltd in Rohtak City exclusively for serving and retired defence and paramilitary personnel relaxed. Omaxe had made a representation for providing 18,000 built up flats in Rohtak City after construction on 100 acres. The company has requested special scheme for the purpose on lines of AHP 2013. As per relaxation, the policy will be framed within the ambit of AHP-2013. Only relaxation is being granted with respect to total area available for licence in a residential sector and some planning parameters.
# Haryana govt will construct 7,581 flats at a cost of Rs 287 crore for weaker sections of society across the state. The Cabinet also approved the Housing Department proposal for raising a loan of Rs 150 crore from Housing and Urban Development Corporation for the purpose.
