Best Countries with the World’s Best Opportunities in 2025: Some of us, at some point in our lives, are drawn to the prospect of a fresh start in another country for better lifestyle and career opportunities. Henley and Partners, in its latest Opportunity Index 2025, has identified the best countries for families seeking better opportunities worldwide.
According to the report, Switzerland leads as the best country in the world, ranking the top investment migration programmes for accessing opportunities, with a total score of 84%.

Following next is Singapore, with an opportunity score of 79%, which has consistently been recognised for having the most open economy, its progressive education system and a vibrant, urban yet sustainable ecosystem. Its status as Asia’s wealth hub has also made it renowned among ultra-high-net-worth families for investment opportunities.
Unsurprisingly, the US closely follows in third position with an opportunity index score of 78%, providing high earning potential and top-tier employment opportunities. Further, the introduction of the ‘Golden Card’ by President Donald Trump has expedited the route for permanent residency and citizenship for wealthy investors, giving them the right to live and work in the US.
Notably, the United Arab Emirates, standing at 7th, is the only Middle Eastern country featured in the index, with an opportunity score of 67%, boasting top-tier employment and earning prospects.

Methodology: The index has ranked the top 46 migration countries based on six factors which are: Earning potential, career advancement, employment prospects, education, economic mobility, and livability. Each of them is scored out of 100, with data being collected between January and February 2025.
