The Supreme Court on Tuesday summoned chief secretaries of Uttar Pradesh,Maharashtra,Tamil Nadu and Andhra Pradesh on their failure to respond to its query on implementation of a 2006-verdict on police reforms. The court pulled up the states for being totally non-compliant and directed the top official to appear before it on July 31.
