After two Kashmiris were detained in Rajasthan on suspicion,J&K Chief Minister Omar Abdullah instructed the police to write letters to various state police chiefs, asking them not to detain Kashmiris on mere suspicion and urged them to take the state police into confidence prior to any such arrest.

The letters have been sent to Punjab,Rajasthan,Himachal Pradesh,Maharashtra and UP DGPs.

However, the letters said in case the ATS or other agencies have concrete proof about a person, they can detain him without informing the J&K police.

The letters were written after two Kashmiris employed in Rajasthan were detained on suspicion that they resembled the sketches released by the National Investigative Agency (NIA) probing the Delhi High Court blast. They were released after questioning. The incident led to panic among families whose members are working in other states.
