Parliament monsoon session HIGHLIGHTS: Uproar in Lok Sabha by TMC MPs after party delegation was detained at Silchar airport yesterday.

Trinamool Congress MPs created a ruckus in Lok Sabha Friday after their party delegation was detained at Silchar airport on Thursday. The delegation had arrived in Assam to participate in a convention against Assam’s recently-released draft National Register of Citizenship (NRC) published last month on July 30.

1. Parliament must function for at least 100 days in a year.

2. There must be a special session in addition to regular Budget, Monsoon and Winter Session.

3. Time lost in disruptions must be compensated.

4. Time allotted to members must be based on issue and not party strength.

5. All States must get adequate representation to put forth their issues.

Naresh Gujaral from SAD on The Parliament (Enhancement of Productivity) Bill, 2017 said that the Bill sought to provide the establishment an effective system to prevent and address the decline in productivity of Parliament due to disruptions of sittings, by fixing a minimum number of days for Parliament in session, increase in the number of special sessions from three existing ones and to compensate for the hours unutilised due to disruptions.

37% decline in Commonwealth Games and sexual assault on women athletes is major concern: Kalikesh Narayan Singh Deo

Kalikesh Narayan Singh Deo, BJD, Orissa shows full support to the Sports bill and says, sports provide solidarity to the nation. We need money and it will come through sponsorships. Cricket hogs the limelight of sports in India. "Come up with a code which mandates that all number of sports get certain time on TV as advertisements. Adequate advertising space should be given to sports people."

"My question is, is too little, too late."

Deo looked into the efforts of Orissa govt. and hosting the national and international events in the state. He suggested that India should have the infrastructure and the capacity to host such events. "I have seen the result and the performance of Indian teams declined. Number don't ie. We have had 37% decline in the commonwealth games held in Glasgow. "

Athletes should be provided with minimum comfort, says Deo. 

Deo raised a concern regarding sexual assault on women athletes laying onus on the oversight of the ministries and of host bodies. Gender-sensitivity should be a concern especially by the ones in-charge and authorities.

Retired international footballer and winner of Arjuna Award Prasun Banerjee of West Bengal says sports should not be politicised, be it BJP or Congress. Increase the budget of sports, decrease the budget for elections and put it in sports. 

Before Speaker M Thambi Durai, Banerjee says, sports should be compulsory in schools. Don't focus only on cricket, pay attention to kabaddi, swimming, wrestling.

One medal in 60 crore people is brought to India: Reddy

A P Jithendrer Reddy, TRS, Telangana says India is performing very poor in Olympics. We won a total of eight gold medals between 1928 to 1980 and two medals were won in 2016. "We have a population of 130 crore and one medal in 60 crore people is being brought to the country." 

The rate of increase in the budget has declined, says Reddy. "Last fiscal budget, the budget saw an increase of 21%, this year is just 12%. 

Every village should have an infrastructure for sports, Reddy suggested.

Ask children to play sport and not focus entirely on studies: Anuraj Singh Thakur

BJP member Anurag Singh Thakur addressed lack of money in the sports sector and short-term targets kept for sportsmen in India before Chairman Pralhad Joshi of Lok Sabha.

"There is no focus on the techniques on the sportsmen. Government has to first convinced what athletes can achieve, then money is spent on them."

Having a futuristic view, Thakur addressed the government that central and private universities of India should be the centre for sports and inter-school and inter-college championship should be started at initial levels. 

he urged the government to contribute to sports sector so that India could have training programmes through worldwide clubs and federations and "we can stop relying on international coaches."

"We have all adventure sports, paragliding, skiing and a canoeing, but we have no money. "

The MPs detained at the airport were well taken care of: Rajnath Singh

In Lok Sabha, Rajnath Singh clarified that the government received information from media as well as intelligence and therefore to maintain law and order, in the state, the MPs were detained. The MPs were given due respect by district administrators and police officers with "folded hands" told the MPs that it would not be possible to go out. 

"Delegation member created an unruly situation."

Discussing NRC in Assam, Kalyan Banerjee AITC, West Bengal raised the issue of MPs detained at Silchar airport in Guwahati, he said he was informed that as per an order passed by the Supreme Court, the MPs were detained under Section 151 CrPc. 

"Citizens have a right to move anywhere in India and an MP has more responsibility to go anywhere if there is a problem in India. It's a malafide action." 

"Is this not an undeclared emergency itself?"

Biometrics is the core critical component of Aadhaar: Ravi Shankar Prasad

Questions regarding Aadhaar are raised in the Rajya Sabha.  Law and IT Minister Ravi Shankar Prasad replied to questions stating that biometrics is the core critical component of Aadhaar. 'There is a parliamentary law to back the law. Even billion attempts won't be able to break it. '

When asked about Aadhaar in Asaam, Prasad reasoned that due to NRC in Assam, Aadhaar was put on a hold in the state.

All India Trinamool Congress member Derek O'Brien asked for clarification from Rajnath Singh stating, "This a national issue and humanitatrian issue not just assam. This is classic double speak."

Quoting the Home Minister, O'Brien said, "Yes communal disharmony is being spread," and he questioned, who is spreading it.  "I seek protection." 

"If there are 16 documnets needed to prove citizenship, higher authorities also need to produce a document of a higher education."

Home Minsister Rajnath Singh in Rajya Sabha resumed his speech on NRC satting,  "Every country would want to know how many citizens it has. This is a national security isuue."

Addressing Ghulam Nabi Azad complaint,  Singh said, the 40 lakh are not families, they are people. Further he said, around 3 crore people applied for NRC and out of those around 2 crore have been included.

All documents required for NRC, if given, those people would not be left out from the NRC, receiving an applause from the assembly.

Assam’s final draft of the National Register of Citizens (NRC) was released last Monday. Of the 3.29 crore candidates who applied for citizenship, the NRC listed only 2.89 crore — 40 lakh people were not included. First published in 1951, Assam is the only state to have such a document. Officials have said those who are not included in the draft NRC can re-apply for citizenship.
