UPTU in dock again: Now govt questions appointment of dy registrar

Meanwhile, UPTU registrar Pawan Kumar Gangwar has apprised Governor Ram Naik of the developments.

The Uttar Pradesh Technical University (UPTU) has once again found itself in the dock as the state government has questioned the appointment of deputy registrar made by its Vice-Chancellor Prof R K Khandal.

In a letter to UPTU registrar Pawan Kumar Gangwar, principal secretary in the technical education department, Sanjiv Kumar Mittal, has questioned the eligibility of Dr A K Singh, appointed as deputy registrar by the UPTU V-C.

Mittal, however, was transferred from the department a day after he wrote the letter. Mittal’s letter was sent on March 31 while he was transferred on April 1. He is serving as Principal Secretary, Handlooms and Textiles at present.

Meanwhile, UPTU registrar Pawan Kumar Gangwar has apprised Governor Ram Naik of the developments.

In his letter, Mittal said that as per the rules for UPTU, a deputy registrar should have a first or a high second class (at least 55 per cent) graduate degree, while A K Singh, a B Com graduate, had only 45.8 per cent marks. Second, he points out that a deputy registrar should have a minimum of 5 years teaching or administrative experience but Singh was appointed as a deputy registrar of Dr Shakuntala Misra National Rehabilitation University on February 14, 2011, before being appointed as UPTU deputy registrar, and hasn’t worked in a government entity prior to that.

Mittal had instructed that till the university addresses the matter in the next Executive Council meeting, no work should be allotted to Singh.

Contacted, Khandal said he hasn’t received a copy of the letter but said Singh was already posted as a (deputy) registrar at another university and if he wasn’t meeting the norms then why take action only when he joined UPTU.

“Singh hasn’t been ‘appointed’ and has come to UPTU on deputation. If they feel that it is wrong then they can simply send another person to take his post,” Khandal said.

The V-C has had strained ties with the state government. This January, Chief Minister Akhilesh Yadav had turned down an honorary doctorate from UPTU, while also giving its January 12 convocation a snub. About 10 days later, the V-C had submitted his resignation to Governor Ram Naik allegedly over his differences with the state government.
