Taking note of the incident where a 45-year-old woman was killed after a makeshift stage at a jagran collapsed at Kalkaji Mandir last month, the Delhi High Court said no jagran or a similar event shall be held at the temple without its permission.
A single-judge bench of Justice Prathiba Singh, in its February 20 order, observed that the temple is under the “full management and control” of the court-appointed administrator and the premises are for the use by the public, where “no individual or entity can exercise exclusive control on any part of the said premises”.
It said this after noting the administrator’s report that the programme was organised by two individuals stated to be members of the ‘Sevadar Mitr Mandal organisation’.
“No jagran shall be held or any other similar events would be permitted in Kalkaji Mandir. If any organisation wishes to hold any jagran or similar religious programme, such organisation may approach the court for seeking permission by way of an application,” Justice Singh ordered.
According to police, the incident took place on the intervening night of January 27 and 28 when popular singer B Praak began singing and people gathered around the central stage to take a closer look.
Police had said an elevated platform was put up near the main stage to seat families of the organisers and VIPs. “At 12.30 am, the elevated platform collapsed as it could not bear the weight of people sitting/standing on this stage. Some people were sitting under the platform as well,” DCP (Southeast) Rajesh Deo had said.
Seventeen people sustained injuries in the collapse.
Police had said the organisers had not taken permission for the event, adding that 1,500-1,700 people were present at the gathering. Police had filed an FIR under the charge of negligence against unknown persons.
