Bill to prevent sealing,demolitions passed

The Lok Sabha on Monday passed a Bill aimed at preventing sealing and demolitions of unauthorised structures in the Capital region for the next three years,even as the government said it is drawing up a Master Plan keeping the next 25 years in mind.

The National Capital Territory of Delhi Laws (Special Provisions) Second Bill,2011,was introduced and passed by the Lok Sabha on Monday with several members pointing to deteriorating infrastructure and raising the demand for full statehood for Delhi.

Urban Development Minister Kamal Nath said the Bill is required to prevent hardships on residents while the government is drawing up a Master Plan.

“It is expedient to introduce a legal framework to ensure that no hardship is imposed on people until the revision of the Master Plan is completed,besides facilitating its smooth implementation on the ground,” Nath said.

The minister said a review of the 2021 Master Plan has commenced. The plan will cover not only the unauthorised colonies and villages,but the entire National Capital Territory of Delhi.

The minister said the Bill would end the “fear psychosis” over demolition and sealing of structures in the city.

The Bill,which will maintain the status quo,was first enacted in 2008 and extended annually for the past three years. This is the first time that a three-year period has been sanctioned by Parliament.
