Despite the provision in the Panjab University calendar,the university has failed to provide 5 per cent reservation under the reserved category to Backward Class and Other Backward Class students. While the Government College of Arts in Sector 10 provides reservation under this category,other colleges in the city have yet to reserve seats for OBC students.

Similarly,the recruitment of teaching and non-teaching staff under this category also faces similar issues.

As per the Panjab University calendar chapter 8D,29.1 under admission and migration of students and tuition fee,the university will reserve seats in each class as under including a) affiliated colleges of Punjab shall follow reservation policy of the Punjab government,b) affiliated colleges of Chandigarh shall follow the reservation policy of the UT Administration and c) all university teaching departments shall follow the reservation policy of the Central Government i.e. 15 per cent of members of SC,7.5 per cent of members of ST and 5 per cent from members from BC as defined by government from time to time.

Defying the rule,the university in 2004 had discontinued the reservation of 5 per cent in admissions under the BC category after a decision for the same was passed in the Syndicate meeting without taking any approval from the government.

Though from time to time,representations to rectify this anomaly in the admission rules has been submitted to the university vice-chancellor,till date no corrective measures have been taken.

In the recent assurance given to the representation given to the V-C by the Other Backward Class Forum on the restoring the 5 per cent reservation,the V-C assured that it would be done from the current academic session.

It is to be noticed that if the Panjab University gets the Central status then this reservation has to be increased as per the Central norms to 27 per cent.
