The Additional Chief Secretary of the Local Bodies Department has ordered the transfer of hearings in an illegal construction case from ADC (Urban Development), Mohali, to ADC (General), Ropar, following a request from the complainant alleging bias.
Complainant Ved Prakash Sharma filed an appeal under Section 225 of the Punjab Municipal Act, 1911, against the Nayagaon Municipal Council’s decision. He claimed that the ADC in Mohali threatened him, saying “nothing can be done in this matter”. He then petitioned the Additional Chief Secretary to move the case to another district to ensure fair hearings. Acting on the appeal, the ACS transferred the matter to Ropar.
Ved Prakash said that in 2022, the council had passed a resolution ordering action against illegal construction.
However, executive officer Ravneet Singh, despite being a key party, did not appear during hearings nor sent a legal representative. Sharma alleged that Ravneet and MC president Balwinder Kaur’s husband, Gurdyan Singh, tampered with the House proceedings, altering decisions in the official records.
Ravneet defended his absence, stating, “This case was against our decision, which is why I stayed away. The complainant has the legal right to request a transfer outside Mohali. The transfer aims to ensure impartiality and fair justice for all parties involved.”
