Auto drivers on warpath against nod for e-bike taxis in Bengaluru

Several autorickshaw drivers’ unions in Karnataka will hold a rally from KSR Bengaluru city railway station to Freedom Park on December 29 in protest against the state government for permitting electric bike taxis in Bengaluru. 

However, the auto services in the city will not be affected on the day.

The Karnataka transport department on December 6 decided to issue a licence to Wicked Ride, the parent company of Bounce, to operate e-bike taxi services in the state. The state government has also fixed the fare at Rs 25 for 5 km and Rs 50 for 10 km.

NLSIU increases student intake for 2023-24 BA LLB, LLM programmes

The National Law School India University (NLSIU), Bengaluru recently said it will increase the seat intake for BA LLB (Hons) undergraduate programme for the academic year (AY) 2023-24 from 180 to 240 under its Inclusion and Expansion Plan introduced in 2021.

Earlier, under the same plan, the university had increased the intake for the programme from 80 to 120 during the academic year 2020-21 and from 120 to 180 for the academic year 2022-23.

Similarly, for the LLM postgraduate programme, the student intake will be increased from 75 to 100 in AY 2023-24.

Karnataka govt likely to decide on Panchamasali Lingayats quota on Thursday

Speculations are rife that Karnataka is likely to take a decision on the demand for an increase in reservations to the Panchamasali Lingayats community in a cabinet meeting on Thursday.

Karnataka will be going for assembly polls by April-May next year, Panchamasali Lingayats, a sub-sect of the dominant Veerashaiva-Lingayat community, is considered to be BJP's core voter base.

The Panchamasali community wants to be included in category 2A (15 per cent) of the OBC reservation matrix. They are currently included under 3B (5 per cent).

The indication about the state cabinet decision in this regard came from BJP's Bijapur City MLA Basanagouda Patil Yatnal, who is at the forefront of the Panchamasali Lingayat reservation agitation.

Bengaluru storm-water drain eviction drive resumes; Dec 28 deadline for survey

The Bruhat Bengaluru Mahanagara Palike (BBMP) has resumed clearing encroachments on storm-water drains in all of its zones. 

The eviction drive was stopped in November, after some property owners got a stay order from a court.

Karnataka Minister wants Ram temple to be built in State on lines of Ayodhya

Ramanagara District in-charge Minister C N Ashwath Narayan has urged Karnataka Chief Minister Basavaraj Bommai to constitute a development committee to build a temple at Ramadevarabetta on the lines of Sri Ram temple at Ayodhya.

In a letter to Bommai and Muzrai Minister Shashikala Jolle, he demanded that Ramadevarabetta in Ramanagara district of Karnataka should be developed as the Ayodhya of South India.

Narayan said that Sri Ram temple should be built using 19 acres of space which belong to the Department of Muzrai at Ramadevarabetta.

Cooker bomb blast: Karnataka government to bear treatment expenses of auto driver 

The Karnataka government will bear further expenses for the treatment of Purushotham Poojary, the autorickshaw driver who was injured in the cooker bomb blast in the city on November 19.

Poojary is being treated at a private hospital here. So far, the expenses were borne by his daughter using her ESI benefits. The hospital has now informed that further treatment will not come under the ESI scheme.
"The treatment should be continued from the hospital without pressurising the family to pay the expenses. Hence, the amount which was paid through ESI till now, will be paid by the government henceforth," an order from the Dakshina Kannada district administration said here Wednesday.

Poojary, who was injured in the auto rickshaw cooker blast along with Mohammed Shariq, the prime suspect in the terror case, was admitted to the private hospital on November 19. Shariq has now been shifted to Bengaluru by the authorities.

Basavaraj Horatti elected unopposed as Chairman of Karnataka Legislative Council Belagavi 

Veteran parliamentarian Basavaraj Horatti was on Wednesday elected unopposed as Chairman of Karnataka Legislative Council.

The 76-year-old eight-time MLC had ended his long association with Janata Parivar and resigned from the Janata Dal (Secular) as well as the Member of Legislative Council in May this year, two months before his tenure was to come to an end. He later joined the BJP.

With the BJP enjoying majority in the 75-member House, the Congress and JDS had opted out of the race.

In absence of an elected Chairman, Raghunath Rao Malkapure was serving as pro-tem Chairman.

Karnataka brings in Bill to hike SC, ST quota: Reasons, provisions

The Karnataka government Tuesday tabled a Bill in the Legislative Assembly to increase reservations for Scheduled Castes (from 15 per cent to 17 per cent) and Scheduled Tribes (from 3 per cent to 7 per cent) in the state.

Chief Minister Basavaraj Bommai introduced The Karnataka Scheduled Castes and Scheduled Tribes (Reservation of Seats in Educational Institutions and of Appointments or posts in the services under the state) Bill, 2022, which seeks to replace the ordinance of the same name.

Opposition Congress raised concerns about the legality of the Bill’s provisions, as it breaches the 50 per cent cap on quotas, and sought a discussion on it. (Read more)

Amid rising tensions between Maharashtra and Karnataka over the border row, Shiv Sena (U) leader Sanjay Raut Wednesday said that his party members will enter Karnataka "like China has entered" India. 

"We don't need anyone's permission. We want to solve it through discussions but Karnataka CM is igniting fire. There is a weak govt in Maharashtra & is not taking any stand on it," he added. Co-operative bank scams: Congress demands Karnataka govt to handover probes into scams to CBI

The two Bengaluru-based co-operative bank scams in Karnataka on Tuesday rocked the legislative council with the Congress demanding the BJP government to handover the Sri Guru Raghavendra Sahakara Bank Niyamitha (SGRSBN) and Sri Vasista Credit Souharda Sahakari Ltd (SVCSSL) misappropriation cases to Central Bureau of Investigation (CBI).

In his response to Congress MLC U B Venkatesh, Karnataka minister for co-operation S T Somashekar said, “The total misappropriation that has been discovered in SVCSSL is about Rs 280 crore and about Rs 2.56 crore has been recovered from the defaulters.” He added that 10 immovable properties have been attached by the competent authority. “Rs 26.97 crore has been transferred to 729 depositors’ accounts and about 2,000 depositors are yet to get Rs 260 crore,” he said. Police nab teacher accused of killing student

The police Tuesday said they have nabbed the temporary teacher who beat a Class IV student to death in a government school under Gadag district of Karnataka Monday.

Addressing a press conference, superintendent of police (Gadag) Shivaprakash Devaraju said accused Muthappa Yellappa Kuri, who attacked fellow temporary teacher Geetha Barikeri and her 10-year-old son Bharath Barikeri, was nabbed near Nargund Tuesday. He added that Kuri was allegedly in a relationship with Geetha and the accused suspected that she was getting close to the headmaster of the school, Sanganagouda Patil, during a recent school trip. Leopards spotted in Chinnakurchi in Bangalore South taluk, forest officials blame encroachment behind man-animal conflict

After Turahalli, Kengeri and Yelahanka areas of Bengaluru, residents of the Chinnakurchi village in the Bangalore South taluk also reported leopard sightings and complained that the big cats are attacking their livestock and dogs. While the residents demanded the forest officials to capture the leopards, the authorities cited massive encroachments but said efforts are on to catch the animals.

Wildlife conservationist Joseph Hoover on December 19 met the villagers of Chinnakurchi. He said, “Leopards are brazenly snatching sheep and goats right under the nose of the shepherds. Residents, mostly farmers, are scared of venturing out of their homes fearing an attack by leopards. They are not asking for compensation for the loss of their sheep, goats and cattle. They just want the department to capture the leopards and relocate them to a forest.” Read more

Karnataka unit of AAP extends support to strike over New Pension Scheme, says 'Will implement Old Pension Scheme if we come to power'

The state unit of Aam Aadmi Party (AAP) Tuesday extended its support to the indefinite strike called by a section of Karnataka government employees over the New Pension Scheme (NPS). The protestors are demanding a re-introduction of the Old Pension Scheme (OPS).

Karnataka: Dengue cases see significant rise, slight uptick in cases of chikungunya, AES

Karnataka has recorded a 21 per cent rise in cases of dengue fever since last year, according to statistics shared by the National Vector Borne Disease Control Programme (NVBDCP). As per the data, in 2021 the state recorded 7,393 cases of dengue and seven deaths, while this year (January-December 17) it recorded 8,972 cases and nine deaths.

State health commissioner Randeep D said they are creating awareness among people about dengue fever. “We tell people to clear stagnant water. Moreover, we have stepped up surveillance measures. Every tenth negative dengue sample is also tested for Zika virus. Sometimes a sample is negative for dengue but it may carry infection,” he added. Read more

3 of family found dead in house, suicide pact suspected

A woman and her two adult but unmarried children were found lying dead in an apartment in Bengaluru on Monday, police said. It appeared to be a suicide pact, the police said. Investigations are on to find the exact reason for the deaths, they said.

According to the police, the deceased were Yashoda (70), her daughter Sumana (41) and son Naresh (36). The death came to light after the phone calls of Yashoda's relative went unanswered. Sensing something amiss, the relative rushed to the apartment, pressed the door bell. Yet, there was no answer. It was then the kin decided to call the police. Shortly after, the police arrived, broke into the house and saw the bodies. (PTI)

Bengaluru: Man arrested for raping domestic help

The Bengaluru police arrested a 47-year-old man on December 4 for raping a domestic help he had hired online to reportedly look after his ailing 80-year-old mother.

The man was arrested after the 22-year-old domestic help from Jharkhand reported the crime to the agency through which she was hired. A case of rape, criminal intimidation and wrongful confinement against the accused under Sections 376 (2), 506 and 342 of the Indian Penal Code was registered against the man. Read more

Eshwarappa claims Bommai has assured to make him a minister; yet to take a call on attending Assembly session

Sulking Karnataka BJP legislator K S Eshwarappa on Tuesday claimed Chief Minister Basavaraj Bommai has assured to make him a minister soon. Along with him, senior MLA Ramesh Jarkiholi may also be inducted in the cabinet, he added.

Eshwarappa had resigned as the state Rural Development and Panchayat Raj Minister earlier this year after a contractor from Belagavi allegedly committed suicide in an Udupi hotel accusing him of demanding 40 percent commission in a public work in 2020.

The Shivamogga MLA had earlier decided not to attend the ongoing winter session of the Karnataka legislature in Belagavi to protest against not giving him a ministerial position.

"The chief minister has assured me he will speak to the party high command and induct me in the cabinet after I got a clean chit," he told reporters in Bengaluru. "Not only me but Ramesh Jarkiholi also will be made a minister because he too got a clean chit," the MLA added. (PTI)

Belagavi issue raked up in Maharashtra assembly

In the Maharashtra assembly, the Opposition raised the Belgavi issue on Tuesday. NCP MLA Hasan Mushreef from Kagal (bordering Karnataka) narrated that the elected representatives were stopped by the Karnataka police which is a violation of constitutional rights. 

NCP MLA Jayant Patil said that the arrogance of Karnataka should be dealt with strongly. "Karnataka is purposely targeting Marathi population in the border area. If the arrogance of Karnataka CM continues, I ask the Maharashtra government to undertake the work to raise the height of dams like Koyna and Warana in Maharashtra. We can stop the water if we want. "

BJP will have to come to me after polls, says Kumaraswamy, and then clarifies

Hinting at a possibility of his party emerging as a deciding factor in case of a fractured mandate in 2023 Assembly polls in Karnataka, JD(S) leader H D Kumaraswamy on Monday warned the ruling BJP that it might have to come to him after the elections.

Kumaraswamy was speaking after releasing the first list of 93 JD(S) candidates for the election.

"In 2023, you (BJP) will have to come to JD(S). Be careful. It is not easy for the BJP to survive. I have decided to throw the BJP out of the State. I don't need to learn from you,” Kumaraswamy said while referring to the BJP national general secretary (organisation) B L Santhosh. (PTI)

Double murder at businessman's house in Koramangala

Bengaluru police on Tuesday arrested two persons for a double murder at the home of a businessman in the Koramangala area of the city.  

One of the arrested persons is a former car driver of the businessman.

The bodies of the domestic help and a security guard were found on Sunday at the home of the businessman Rajagopal Reddy. The family of the businessman were away in Andhra Pradesh for a wedding when the murder occurred. The murder was committed as part of a robbery of Rs 5 lakh in cash and over 100 grams of jewellery at the home of the businessman.

Teacher beats 10-year-old schoolboy to death in Karnataka’s Gadag district

The police have launched a manhunt to nab a temporary school teacher following the death of a Class IV student of a government school in Hadali village under Gadag district in Karnataka Monday.

The accused allegedly beat the boy, Bharath Barikeri, 10, and also flung him from the first floor of the school building even as his mother Geetha Barikeri, also a guest teacher at the school, tried to stop the beating, the police said.

BJP MLC proposes ban on halal certification by ‘unauthorised’ agencies

BJP Karnataka Legislative Council member N Ravikumar Monday proposed to introduce a private bill in the House banning food certification by any institution other than the Food Safety and Standards Authority of India (FSSAI). Some political observers highlight that the said proposal was made to eye Islamic institutions which provide certification on halal food for Muslims.

The halal issue made national headlines earlier this year after a few pro-Hindu organisations in Karnataka called for a boycott of halal meat during Ugadi celebrations. Congress alleges Savarkar's portrait put up in Karnataka Assembly to 'divert attention of people'

As Karnataka Congress staged a protest outside the state Assembly on Monday, state Congress chief and MLA Shivakumar alleged, 'They want that our Assembly proceedings should not take place. They want it disrupted. They have brought this photo because we are going to raise a lot of corruption issues against them. They don't have any development agenda.'

According to the news agency ANI, Siddaramaiah, Leader of the Opposition of the Karnataka Legislative Assembly, while addressing a press conference on Monday said that the move was a tactic to divert the attention of people. 'In order to divert the attention of people, they are doing this. We will not continue with the protest. It is a symbolic demand made by the Congress Legislature party.'

He continued, 'The Speaker should have taken the confidence of the house. That has not been done.' He alleged that they were kept 'in the dark' about the decision to put the portrait of Savarkar in the Assembly. Flyer’s pet dog denied entry on Air India flight in Bengaluru despite airline’s pet policy

Fluffly, HR consultant Sachin Shenoy's 20-month-old pet dog was denied entry to the Air India flight at kempegowda International Airport in Bengaluru on December 17. Along with his wife, daughter, and toy poodle, Sachin planned to fly from Bengaluru to Amritsar via Delhi. However, Air India did not allow them to board.

Since Air India was the only Indian airline with a policy of allowing pets weighing up to 5 kg to board, they had booked tickets months earlier via the airline. However, right from the beginning, the airline did not provide Sachin with clarity about the pet policy, he said. Read more.

Karnataka Congress chief D K Shivakumar faces CBI heat again, agency conducts searches at properties

The CBI Monday carried out searches at properties belonging to the Congress’s Karnataka unit chief as well as at educational institutions run by his family. The agency is investigating the disproportionate assets case against Shivakumar from the period when he was a minister in the Congress government in Karnataka.

'Attack on Constitution, insult to Home Minister': Uddhav Sena condemns ban on MP's entry into Belagavi

Shiv Sena Uddhav Thackeray faction member Arvind Sawant on Monday condemned the "ban" on the entry of party MP Dhairyasheel Mane into Karnataka's Belagavi district and called it an attack on the Constitution, as per news agency PTI.

Raising the issue during Zero Hour in the Lok Sabha, the South Mumbai MP also called for Union Home Minister Amit Shah's intervention in the matter and demanded protection for Maharashtra Ekikaran Samiti's leaders following Karnataka police's action against some of them during a protest in Belagavi.

"The ban on the entry of leaders from Maharashtra is an attack on the Constitution. The worst is that our Home Minister is being insulted by non-compliance with the advice that he gave to the chief ministers of Karnataka and Maharashtra for maintaining peace," Sawant said. "Karnataka chief minister is not following his (Shah's) advice. We vehemently condemn it and demand that the Union Home Minister immediately intervene," Sawant added.

Mane was recently appointed as the chief of an expert committee formed by the Maharashtra government regarding a writ petition in the Supreme Court on the border dispute with Karnataka. He had requested the Belagavi administration to make arrangements for his visit to the city. However, the district authorities banned his entry, saying a "possible inflammatory speech" by him might create law and order problems. (PTI)

CM Bommai upholds decision to not allow entry into Karnataka "unlawfully"

During the ongoing winter session of the state assembly, CM Bommai, responding to a question regarding a Maharashtra MP wanting to visit Belagavi, said, "we have restrained him. Not only that, another three to four people wanted to enter, we have restrained everybody. We will not allow anyone to enter Karnataka unlawfully."

The ten-day long winter session began in this border district by paying obituary to former deputy Speaker of Legislative Assembly Vishwanath Chandrashekar Mamani, Samajwadi Party leader Mulayam Singh Yadav, and eight other former MLAs who had passed away recently. Hoping that the session will be productive and successful with good discussion, Bommai said, the government is ready for any discussion and this is the right forum, according to a report by the news agency PTI.

"We are also ready to discuss the issues relating to this (north Karnataka) region," he added. (PTI)

Karnataka Govt not to introduce ‘Uniform Civil Code’ bill in ongoing session

Karnataka Chief Minister Basavaraj Bommai on Monday said the bill regarding the implementation of "Uniform Civil Code" (UCC) in the State will not be introduced during the ongoing winter session of the legislature here.

"There are no chances of tabling it during this session," Bommai told reporters in response to a question whether a bill on UCC will be tabled during this session.

The Chief Minister had recently said serious discussions were going on for implementing the UCC in Karnataka. He had also said he is gathering information regarding developments in various States and what the Constitution says vis-a-vis the UCC, and any decision on implementing it in the state, will be taken after going through them. Cong Pradesh Election Committee for Karnataka sees inclusion of 11 new leaders

The Congress on Monday appointed 11 new party leaders in the Pradesh Election Committee for Karnataka.

The appointments come ahead of assembly elections slated early next year, where the Congress is seeking to wrest power from the BJP.

"Congress president has approved the proposal for including additional names in the Pradesh Election Committee for ensuing assembly elections in Karnataka-2023, with an immediate effect," said an official communication from the party.

Among the names included in the Pradesh Election Committee are B L Shankar, Parameshwar Naik, Umashree, Ramesh Kumar, Ramanath Rai, H M Revanna and A M Hindasgeri.

Besides, state Congress leaders Zameer Ahmed, Shivanand Patil, Sharanabasappa Gouda Darshanapur and Sharan Prakash Patil have also been included in the Committee. PTI

Security stepped up across Belagavi as 10-day Karnataka Legislature session begins

A security blanket has been thrown across the Belagavi city as the winter session of the Karnataka Legislature starts today.

Amid fear over the border row with Maharashtra and disruption due to protests by various communities, the entire city resembles a cantonment of sorts.

Suvarna Vidhana Soudha, where the session is in progress appears like a barrack with policemen deployed all over the place.
According to police sources, nearly 5,000 policemen have been deployed for maintaining law and order in the city.

These policemen include six superintendents of police, 11 additional superintendents of police, 43 deputy SPs, 95 inspectors and 241 sub-inspectors, they added. PTI

Karnataka ADGP warns of action if Maha Melava event is held

The district administration has banned Shiv Sena MP Dhairyasheel Mane from entering Belagavi. In other news from the state: The Central Crime Branch (CCB) police in Bengaluru arrested a man Saturday for allegedly selling banned narcotic substances in the city by posing as a food delivery agent, officers said. Ganja and other substances worth Rs 4 lakh have been seized from him.

The police identified the arrested accused as Abijith, a Bihar native who has been living in Bengaluru for a few years. “We have seized 3 kg ganja worth Rs 4 lakh, 12 LSD stamps, a mobile phone, two-wheeler and other valuables from him,” officers with the CCB said.

Sources with the department said Abijith initially worked as a delivery agent for Zomato and Swiggy, before allegedly coming in contact with drug peddlers who offered him attractive money for delivering contraband.

Meanwhile, the Mangaluru auto-rickshaw bomb blast case accused Mohammed Shariq, who was under treatment in the city, was shifted to Victoria Hospital in Bengaluru for further treatment Saturday.

Mangaluru city police commissioner N Shashi Kumar said, “Shariq was shifted to Bengaluru around 6 am on Saturday as per the recommendation of hospital doctors and authorities.”

On November 19, a low-intensity bomb had gone off in an auto-rickshaw in Mangaluru. While it was suspected to be an accident initially, Karnataka Police chief Praveen Sood later said it was a terror act and the passenger was Shariq, 24, who also had sustained injuries. He was being treated at a private hospital in Mangaluru until Saturday.
