After the state government announced on May 28 this year that it would pay the final installment of the Sixth Pay Commission arrears to all government employees in cash, many government school teachers across the state have already received the same. However, around 1,500-odd primary school teachers in different districts have not yet been paid,Ahmedabad Municipal School Board (AMSB) officials said. These teachers were earlier teaching Class 8 students in high schools, but after the state government shifted Class 8 to primary school level, they were left out.
According to AMSB chairman Jagdish Bhavsar,273 such teachers are in Ahmedabad board alone. With average arrears of Rs 30,000 per teacher, the total amount comes to Rs 81.90 lakh. When arrears were paid to others, they could not be included due to technical issues caused by exigencies of financial functioning, Bhavsar said.
The question is who should pay the last installment of arrears to them, the District Education Office or the Municipal School Board? Once this is solved by the State Education Department and other concerned authorities, the payments can be made in one week, said Bhavsar. There are such teachers who have not been paid their salary of the first fortnight during which they worked in AMC School Board precisely for this reason, he said.
District Education Officer R I Patel said no one had approached his office so far on this matter. If anyone comes to me in this connection,I will issue a circular to relevant departments that full payment of arrears is to be paid by the original authority which,in this case,is the District Education Office (DEO), he said. However,Bhavsar said no payments were made to teachers coming to AMSB from other schools under DEO even though the latter was supposed to pay them.
