The Congress party has vowed to extend the ceiling of reservation for SC, ST, OBCs and minority communities such as Lingayats and Vokkaligas from 50% to 75%; eradicate corruption in public works; and take strong legal action against groups spreading hatred on grounds of religion or caste.
AICC president and Rajya Sabha Leader of Opposition Mallikarjuna Kharge, along with AICC general secretary Randeep Singh Surjewala, KPCC president D K Shivakumar, and Assembly opposition leader Siddaramaiah, unveiled the party’s manifesto at Shangharila Hotel in Bengaluru.
Here are the highlights from the Congress party’s manifesto presentation:
To increase the ceiling of reservation from 50% to 75% to accommodate the hopes and aspirations of SC, ST, OBC and other minority communities such as Lingayats and Vokkaligas, and be committed to increasing reservation for SCs from 15 to 17 per cent and STs from 3 to 7 percent, restore minority reservation of 4%, and increase reservation Lingayats, Vokkaligas and other communities.
To take strong legal action, including imposing a ban, against groups spreading hatred on grounds of religion or caste, may it be groups such as Bajrang Dal from majority community, or PFI from minority community.
To enact Karnataka Whistleblower Protection Act
To fill all sanctioned government posts that are vacant within one year, and consider extending Old Pension scheme to pensionable government employees appointed since 2006.
To abolish corruption in public works and create a transparent tender systems in PWD, Irrigation, Rural Development among others, by enacting a special law to punish perpetrators of corruption.
To make police appointments in such a way that one-third of the staff are women, and minimum of one percent posts are reserved for gender minorities.
To sanction farm loans of up to Rs 10 lakh at zero interest, and repeal the three farm laws enacted in the state under BJP rule
To establish a gig workers welfare board with allotment of Rs 3,000 crore as seed money for revolving fund, and mandate minimum hourly wages for all gig and unorganised workers in domestic and personal care, logistics, food delivery, e-pharmacy, transport and other sectors.
Amidst Nandini row, to increase milk production in the state to 1.5 lakh litres under Mission Ksheera Kranthi.
To bring all health schemes under one umbrella, Rashtriya Swasthya Bhima Yojana, and extend it to gig workers.
To extend the allocation of funds for minority welfare of Muslims, Christian, Jain, Buddhists and others to Rs 10,000 crore, and invest Rs 15 crore in Kashmiri Culture Centre for Kashmiri Pandits.
