Justice Mukul Mudgal to oversee IPL 2016 matches at DDCA

Ahead of the World T20, justice Mudgal had tried to set the DDCA house in order but his efforts by his own admission had made him an unpopular man.

After acting as a supervisor to the DDCA for the recently concluded T20 World Cup, former Punjab and Haryana High court chief Justice Mukul Mudgal has again been appointed to oversee the work of the cricketing body for the upcoming Indian Premier League. The bench of Justices S Muralidhar and Vibhu Bakhru appointed Mudgal in his supervisory capacity again after DDCA counsel Sangram Patnaik said that the cricket body did not have any objections.

The bench also directed that former India cricketer Sunil Valson would be the “single point of contact” between Justice Mudgal and the DDCA, to ensure smooth functioning. Mudgal had been appointed by the High court in November last year before the India-South Africa Test match at the Ferozshah Kotla stadium in the capital. His tenure was scheduled to expire with the end of the World T20.

The bench had appointed Mudgal after observing that the stadium did not match compliance requirements and did not have clearance from various civic agencies.

The reports filed by Mudgal regarding the functioning of the DDCA also indicated serious problems with the body. Justice Mudgal had earlier also headed the Supreme court appointed inquiry panel into the alleged corruption in the 2013 IPL.

The bench is hearing a dispute between the DDCA and the South Delhi Municipal corporation over demands for outstanding tax. the DDCA had approached the high court to get temporary clearance to use the stadium without completing the due formalities required to get a final completion certificate.

Ahead of the World T20, justice Mudgal had tried to set the DDCA house in order but his efforts by his own admission had made him an unpopular man.

One of the decisions Mudgal took was to cut down on the number of complimentary passes being issued to office-bearers and directors of the capital’s cricket association. A complimentary pass also entitles the holder to free food during the match.

“I have reduced the complimentary passes. I am not sure if I am a very popular person in DDCA. If you take right decisions such as cutting down on complimentary passes then you become unpopular. It is not that DDCA does not have good people. There are good people who have worked very hard to ensure that the DDCA can host the World T20 games. But I hope that their number increases,” justice Mudgal had said.

The directors were given 10 passes but were unhappy because they were denied their regular quota of 60 to 70 complimentary passes.
