
CHANDIGARH, January 7: A number of security issues, matters of mutual interest and co-operation, and welfare measures for serving and retired personnel were discussed at the Civil-Military Liaison Conference held at Headquarters Western Command, Chandimandir near here today.
The conference was attended by the chief secretaries and police chiefs of Punjab, Haryana, Himachal Pradesh and senior officers from Chandigarh, Rajasthan and Delhi, in addition to commanders of para-military forces and the divisional railway manager, Ambala.
The Army was represented by the General Officer Commanding-in-Chief, Western Command, Lt Gen H. B. Kala, commanders of formations based in the Western Sector and senior Command functionaries.
In his inaugural address, the Punjab Governor, Lt Gen B. K. N. Chibber (retd) said that the situation of conflict is being caused by internal problems rather that problems of international dimension.
The Governor said that though there was no immediate threat of a war from Pakistan, there is no room for complacency and operational preparedness has to be maintained to meet any challenge. He added that despite our attempts to improve relations with Pakistan, it continues to adopt belligerent posture by waging a low intensity proxy war in Jammu and Kashmir.
While lauding the role of the Armed Forces in aiding the civil authorities, he emphasised the need to pay more attention to their welfare and stressed upon more self-employment schemes for ex-servicemen.
