Prime Minister Narendra Modi said Friday that the country needs leadership across different fields with a global outlook and local upbringing that reflects a national vision.

Inaugurating the School of Ultimate Leadership (SOUL) conclave 2025 at Bharat Mandapam in the presence of Bhutan Prime Minister Tshering Tobgay who called him “elder brother” and “mentor”, Modi said, “For nation-building, the development of better citizens is essential. To achieve any great heights or attain vastness, the foundation must be laid from the very beginning… We need people who move forward, understanding the international mindset with an Indian mind.”

“The development of exceptional leaders in every field is crucial and a necessity of the times. That is why the establishment of the School of Ultimate Leadership is a significant and major step in India’s journey towards a developed future. The very name ‘SOUL’ is not a coincidence — this institution will become the soul of India’s social life,” he said.

Leadership is needed in every field to find solutions to global complexities and needs while projecting the country’s interests on the world stage, he said, adding that India is emerging as a global powerhouse and requires world-class leaders to accelerate this momentum.

He highlighted the role of human resources in ensuring success across different fields, adding that the country should have leaders who can spearhead innovation and channelise skills.

Modi cited the example of Gujarat, stating that questions were once raised about its future as a separate state due to its lack of natural resources. However, the state is now thriving due to its leadership, he said, adding that while Gujarat has no diamond mines, nine out of ten diamonds in the world pass through the hands of a Gujarati.

The  SOUL is a privately funded leadership institution, located on the periphery of GIFT City in Gandhinagar, aimed at enabling leaders to become a positive force for societal benefit by adopting a new paradigm of leadership.

Bhutan Prime Minister Tobgay sought Modi’s guidance to help him contribute to the transformation of public service in his country.

In his keynote address, Tobgay made liberal use of Hindi that drew multiple applause from the audience.

“Without a doubt, I see an image of an elder brother in you, who always guides me and helps me,” he said.

Describing the SOUL initiative a “brainchild of Modi”, he said, “Leadership is not about titles, it is not about positions, it is about vision, it is about courage, it is about the ability to inspire change. Leadership is about transformation, it is about taking society where it stands today, and guiding it towards a future that is more prosperous, more peaceful and happier for all.”
