Launching a scathing attack on the Congress, Shiv Sena leader Shrikant Shinde said had B R Ambedkar not been there, India's first prime minister Jawaharlal Nehru would have ended reservation.

Shinde said the Congress had faced defeat in three elections on the trot but has not lost its arrogance. "Rahul is so happy sitting in the opposition that they feel they are in power. In 10 years, the Congress has been able to reach from 44 seats to 99," he said.

"Your numbers are less but the arrogance has increased. The Congress should introspect on the stark reality of electoral loss," he said.

Remove access restriction on media for Parliament coverage: Editors Guild to Birla, Dhankhar

The Editors Guild of India urged Lok Sabha Speaker Om Birla and Rajya Sabha Chairman Jagdeep Dhankhar to remove access restrictions on the media for covering proceedings of Parliament.

The Guild, in a letter to Birla, said the practice of restricting the number of media persons, including those holding permanent accreditation, came into force when Covid19 protocols were in place. "The country has fought the scourge and moved on and we hope limiting access is also done away with," it said in a letter to Birla.

'Lost membership, house, uterus. Gained freedom from fear': TMC's Mahua Moitra

TMC MP Mahua Moitra concluded her fiery Lok Sabha speech with a poignant reflection on her personal sacrifices and the broader political landscape.

"People would tell me, 'Mahua, you lost so much. You lost your membership, your house.' I also lost my uterus, but you know what I gained? I gained freedom from fear," she said.

Moitra underwent a hysterectomy last year around the time she was asked to vacate her house after suspension from the Lok Sabha.

TMC MP laments infrastructure developed under Modi's tenure

Criticising the government's infrastructure projects, TMC MP Mahua Moitra said, "You are sanctioning Rs 1.08 lakh crore for Vande Bharat Bullet Train Project. In Balasore last year, three trains collided as there was no 'kavach'; last week, in the train accident there was no 'kavach'. With the current level of funding, it will take 50 years for 'kavach' to be installed on all trains," she said.

"Our aviation sector has become a domestic hazard hub, with newly constructed airports having canopies falling and the Pragati Maidan tunnel flooding. This is what happens when infrastructure is poorly planned and rushed for photo opportunities by the supreme leader," she said.

TMC MP Mahua Moitra also took aim at the Election Commission, accusing it of bias. "We won in spite of the EC, not because of it. Commissioners turned a deaf ear to the most egregious violations of the Model Code of Conduct by the ruling party and the prime minister," she said.

"This election will be remembered for an eager and compliant EC turning a blind eye and a deaf ear towards the ruling party. Ultimately, the voters took charge and said 'bahut ho gaya'," she said.

Mahua Moitra slams govt's women empowerment claims

TMC MP Mahua Moitra challenged the government's claims of women empowerment. "This is a complete untruth. You delayed reservation in Parliament because you fear 'naari shakti'," she said.

There are just 74 women MPs this time, with the BJP having only 30 out of 240. In contrast, the TMC had 37 per cent women MPs last time and 38 per cent this time, she noted. "While we have empowered three lakh 'lakhpati didis', the BJP seems focused on creating 'arabpati dadas'," Moitra said.

Referring to the President's speech, TMC MP Mahua Moitra criticised the omission of critical issues. "There are six themes in the President's address. The budget for the North-East has increased four times, yet the word 'Manipur' is nowhere in the speech."

"The Prime Minister mentioned 'Muslim', 'madrassa', 'mutton', 'machhli' and 'mujra' but not 'Manipur' once during the campaigning. We don't need you to look East or act East. We need you to work East and, most importantly, embrace East," she said.

TMC MP Mahua Moitra hit out at the ruling party for suspending her in the last Lok Sabha session, saying they paid a very heavy price for throttling her voice which led to loss of 63 BJP MPs.

"Last time I stood, I was not allowed to speak. The ruling party paid a very heavy price for throttling the voice of one MP," she said, referring to her suspension in the last session. In their attempt to silence me, the public silenced them, causing them to lose 63 MPs... mujhko bithane ke chakkar mein janta ne aapko bitha diya, aapke 63 MPs loss kar diya," Moitra began, setting a defiant tone.

Rahul Gandhi says Speaker bowed down before PM, Birla says he follows tradition of bowing to elders

Leader of Opposition Rahul Gandhi and Speaker Om Birla had a verbal exchange in the Lok Sabha when the Congress leader questioned why he bowed down before Prime Minister Narendra Modi. "I noticed something. When I shook your hand, you stood straight and shook my hand. When Modi ji shook your hand, you bowed down and shook his hand," he added.

Speaker Birla responded saying he maintains the tradition of bowing to elders. "Prime Minister is the Leader of House. My culture and traditions say, in personal as well as public life, and on this seat, I should bow to those who are elders and those who are equal should be treated equally, that is what I have learnt," the Speaker said in his reply.

Gandhi, however, said he respects what the Speaker said, but added, "no one is bigger than the Speaker in this House and everyone should bow to him. I will bow to you and so would the entire Opposition".

'Liquor scam involved BJP members who took a bribe of Rs 60 crore': AAP MP Sanjay Singh

Launching a scathing attack on the Centre, Aam Aadmi Party Rajya Sabha MP Sanjay Singh said that the alleged liquor scam involved BJP members who took a bribe of Rs 60 crore from Sarath Reddy through electoral bonds.

In his speech in the Upper House, Singh said, "It has been said that India is the world's largest democracy and the elections here were conducted very smoothly, but this election witnessed many events. In this election, we saw how opposition leaders were put in jail. Misusing the ED and other investigation agencies, the chief minister of different states was imprisoned."

"Our Chief Minister of Delhi was forcibly put in jail before the elections. Kejriwal is a CM who has worked in sectors like education, health, electricity, and water. He has provided free bus travel for women. The so-called liquor scam was made an issue. This liquor scam involved BJP members who took a bribe of Rs 60 crore from Sarath Reddy through electoral bonds," the AAP leader added.

Criminal laws made without fruitful discussion in Parliament, Hindi being imposed: RSP MP

Claiming that new criminal laws were made "without fruitful discussion" in Parliament, Revolutionary Socialist Party (RSP) MP NK Premachandran said the new acts have to be re-looked. He further alleged that the news acts are in Hindi and it is an indirect imposition of Hindi on the people of the country.

"These criminal laws were made without fruitful discussion in Parliament. These laws were bulldozed in the Parliament after suspending 148 MPs without examining and without having observations of the stakeholders, especially the legal fraternity. These criminal laws have to be re-looked. Even the Bar Council of India, legal fraternity has demanded to review it," Premachandran said.

The Lok Sabha MP alleged that there are so many provisions in the new acts that violate the fundamental rights regarding arrests on which there is no proper debate.

Congress leader Priyanka Gandhi Vadra: "My brother will never insult the Hindus and he clearly spoke about the BJP and its leaders."

Congress MP Rajeev Shukla: "Rahul Gandhi did not say anything against Hindus. He said that BJP members call themselves Hindus but do not follow Hinduism. We are all Hindus who follow the teachings of Lord Shiva, while BJP members engage in violence and spread hatred. This is what he was addressing."

How have ruling coalition leaders responded to Rahul Gandhi's speech?

BJP leader CR Kesavan: "Rahul Gandhi today has demeaned the dignity of a sacred parliament and sullied the dignity of our Lok Sabha. Rahul Gandhi in his first speech as LoP wasted no time in peddling perilous politics of hate and he opened his 'Nafrat ki Dukan' right there in the Lok Sabha today. He has insulted the faith and the sentiments of millions of Hindus today by frontally attacking them. Is this a way any responsible LoP conducts himself? When he spoke today by saying that all the people who call themselves Hindus are violent and untrue, it reveals the bigoted and parochial mindset of Rahul Gandhi."

RJD MP Misa Bharti: "He (Rahul Gandhi) said for all religions and not just Hinduism...He (Rahul Gandhi) didn't say Hindus spread hate, he said BJP spreads hate...Why do they talk about something which happened around 50 years ago...Why do they don't discuss their 10 years...They are not ready to have a discussion on the NEET issue."

BJP MP Arun Govil: "He shouldn't have said what he said today... He should apologise to all Hindus... He tried to create drama today but he does not know how to do that. For drama, understanding the content is important. He has not grown up. He is still immature... It is extremely disturbing to see such a Leader of Opposition."

For the second time in the new Parliament Session, Leader of the Opposition Rahul Gandhi claimed that his mic had been switched off in the House.

Rahul made the claim during his first address as the Leader of the Opposition on Monday, after his remarks that the BJP promoted violence set off a bedlam. Oppn members creating constitutional crisis in Delhi: Bansuri Swaraj in LS

In her maiden address in the Lok Sabha, BJP MP Bansuri Swaraj slammed the opposition, saying its members are creating a constitutional crisis in Delhi because Chief Minister Arvind Kejriwal is adamant that he will not leave his chair and run the government from jail.

Swaraj also talked about various schemes launched by the Narendra Modi government in the last 10 years and said while several countries are struggling with wars, India is heading towards becoming the third-largest economy in the world.

Tharoor urges govt to build mitigating structures to combat sea erosion in Kerala

Congress MP Shashi Tharoor drew the government's attention to sea erosion impacting the economically and socially disadvantaged coastal communities in Kerala and demanded that a robust network of mitigating structures be built immediately to address the issue.

NIA agrees to let Engineer Rashid take oath as MP, court to give order tomorrow

Jailed Kashmiri leader and newly elected MP Sheikh Abdul Rashid, popularly known as Engineer Rashid, is likely to take oath on July 5 after the National Investigation Agency (NIA) gave its consent before a special court. Additional Sessions Judge Chander Jit Singh will pass an order on the matter on Tuesday.

The NIA's counsel said Rashid's oath-taking should be subject to some conditions like not speaking to the media. He also said Rashid, who is in Tihar Jail, must complete the process within a day. everything within a day.

Rashid, an Independent MP from Baramulla who has been arrested in a 2017 Jammu and Kashmir terror funding case, had moved the court seeking interim bail, or custody parole in the alternative, to take oath and perform his parliamentary functions. On June 22, a special court had adjourned the matter and asked the NIA to file its response.

NDA parliamentary party meeting on Tuesday, PM Modi likely to speak

Prime Minister Narendra Modi is expected to address the National Democratic Alliance's (NDA) parliamentary party meeting on Tuesday, in what will be his first speech to the MPs of the ruling bloc during the first session of Parliament since he assumed office for a third term.

Though Modi in the past has addressed the NDA MPs on a few occasions, especially when he was elected as their leader ahead of all his three terms, he generally speaks at the meetings of Bharatiya Janata Party (BJP) MPs during sessions.

Official sources told PTI that all members of Parliament of the BJP and its allies have been notified about Tuesday's meeting and asked to attend it.

Rajya Sabha MP and senior advocate Mahesh Jethmalani criticized the Opposition's demand for re-examination of the new criminal laws which came into effect on Monday, July 1.

"Why should it be re-examined? It had been passed by the supreme law-making body of this country. It has got Presidential assent and a notification has been issued. Today, it comes into force. So, the entire procedure by which laws are passed has been complied with in letter and in spirit. So, why should there be any re-look at it?" Jethmalani asked.

The Rajya Sabha MP alleged that the opposition is "hell-bent" on opposing everything good or bad this government brings.

The Congress leader further emphasised that all religions talk about courage, citing Islam, Christianity, Buddhism, Jainism and Sikhism to underline the importance of fearlessness.

He accused the BJP of launching systematic attacks on the Constitution and the fundamental idea of India, noting that millions of people have resisted the ideas proposed by the ruling party. "I was attacked on the orders of Prime Minister Modi. There were 20-plus cases (against me), (my) house was taken away, 55 hours of interrogation by the ED," he said.

No vision in President's address to Parliament: Round-up of Kharge's address in Rajya Sabha so far

Participating in the discussion on the Motion of Thanks to the President's address in the Rajya Sabha, Kharge said the President's speech has "ignored" the challenges faced by the country and has tried to hide the government's failure.

He said there was no mention about the poor, Dalits and minorities in the President's address.

Targeting Prime Minister Narendra Modi, he said Opposition parties talk about the plight of common man, while Modiji does only 'Mann Ki Baat'.

The Congress president also attacked the prime minister for not visiting Manipur, which has been burning from the last one year, and said he is an expert in only giving slogans.

Accusing PM Modi of trying to divide society through his speeches during the polls, he said no prime minister has done this before.

He also appealed to the Rajya Sabha chairman to put back statues of Mahatma Gandhi, B R Ambedkar and that of other leaders in their original places in Parliament complex.

The Congress chief also raised the issue of alleged NEET irregularities and the airport roof collapse incident.

"PM Modi expert only in giving slogans; Manipur burning from last one year but PM did not visit state," Kharge said in the Upper House today. He was responding to the Motion of Thanks to the President's Address.

He also appealed to Rajya Sabha Chair Jagdeep Dhankar to  put back statues of Mahatma Gandhi, Ambedkar, others in their original places in Parliament complex.

Kharge also spoke about the Prime Minister "creating divisions in society by spreading misinformation" but failing to do so during his speeches for the Lok Sabha election campain.

On new criminal laws, Congress MP Manish Tewari who has also moved an adjournment motion on it says, 'The criminal laws which have come into force are pernicious in nature and they will be draconian in their implementation. They will lay the foundations of a Police State in this country, they will provide very wide latitude to the Police across the length and breadth of the country because of the very ambiguous nature in which certain provisions have been crafted - provisions with regard to bail are absolutely perverse in their nature. Was there a need to bring the definition of terrorism into general criminal law when there is already a special law on it? The manner in which sedition has been very loosely defined notwithstanding that it was stayed by the Supreme Court of India, the manner in which handcuffs have been brought back surreptitiously in the teeth of two judgements of Supreme Court going all the way back to 1973. So, there are problems galore with these laws. That's why I have been saying this from the day they were passed by the Parliament by suspending 146 MPs, that these laws are perverse, they need to be re-examined by the House and only after their re-examination and detailed examination by a JPC, should they be implemented. There is enough reason to pause the implementation of these laws.'

Congress MP Shashi Tharoor says, 'Our concern was that they were not fully discussed in Parliament because all the Opposition was suspended. It would benefit from a further discussion.'

DMK MP A Raja says, 'Right from the beginning, Tamil Nadu has been opposing NEET on the ground that it is an educational fraud. Having passed plus 2 exams with good marks, why are you forcing people to go for another examination? The problem in north India is that there are some manipulations in NEET. The basic need of the NEET is being questioned by our leader, by DMK...'

Congress MP Manickam Tagore says, 'We are very clear that the three Bills which were passed by the Parliament without Opposition voices when more than 150 MPs were suspended in the previous session, must be relooked because it is going to affect common people in a very big way. The arrogance of PM Modi and Amit Shah must not put people in trouble. We feel that there should be a debate again and there should be a re-think on the three controversial laws which were brought when Opposition parties were suspended from the Parliament.' Tagore has moved an adjournment motion on the NEET issue today.

The continuous push for a "dedicated discussion" on the NEET paper leak issue by the Opposition led to the adjournment of the Lok Sabha on Friday.

“We wanted to  give a joint message to the students of India, on behalf of the Opposition and the government, that we consider this an important issue. So, we thought that to respect students we will have a discussion on NEET today, a dedicated discussion…,” Leader of Oppostion Rahul Gandhi pressed the Lok Sabha Speaker Om Birla to take up the matter first.

The Speaker, however, insisted that a discussion on the Motion of Thanks to the  President’s address be taken up first. The face-off resulted in adjournment for the day.

Rajya Sabha

The first day of the Rajya Sabha after the constitution of the 18th Lok Sabha saw a fiery start. The Opposition had moved 22 notices for an urgent discussion on the NEET paper leaks issue which were reected by Vice President and Chairperson Jagdeep Dhankhar. Unlike the Lower House, a debate on the Motion of Thanks on the President's address took place here. 

But the proceedings in Rajya Sabha also saw disruptions and adjournments, as Opposition members raised slogans and a few staged walkouts demanding a discussion on the NEET issue. Chair Dhankar and Congress chief Kharge who is also the Leader of Opposition in the Upper House got into a war of words after the latter entered the Well of the House. Kharge then said it was because he wasn't given an opportunity to speak, while the Chair said it is a stained day in history that an LoP entered the Well, something that has never happened before.

Uproar over NEET in Lok Sabha as Government, Opposition face off

In the Lok Sabha, Leader of Opposition Rahul Gandhi, along with other Opposition MPs, proposed that the NEET matter be discussed first. “We wanted to  give a joint message to the students of India, on behalf of the Opposition and the government, that we consider this an important issue. So, we thought that to respect students we will have a discussion on NEET today, a dedicated discussion…,” Gandhi said.

Process begins to reconstitute Parliamentary committees

The process to reconstitute Parliamentary panels was set rolling Friday with Parliamentary Affairs Minister Kiren Rijiju moving two motions to set up the Public Accounts and Estimates committees.

Rijiju moved separate motions in the Lok Sabha to constitute the Public Accounts Committee, which keeps a watch on the expenditure carried out by the government out of the funds approved by Parliament.
