Warren Anderson: 30-Year old road to nowhere

1987  Dec 1: CBI files chargesheet against Anderson and 11 other accused including UCC (USA), Union Carbide (Eastern) Hong Kong, and UCIL

1989  Feb 9: CJM, Bhopal, issues non-bailable warrant against Anderson, Accused No. 1, for repeatedly ignoring summons

1991 Dec 7: CJM, Bhopal, orders Anderson to be present before the court on February 1, 1992

1992  Feb 1: Anderson declared an absconder. CJM says if he and other accused don’t appear before the court on March 27, 1992, their properties will be liable to be attached

Mar 27: CJM issues non-bailable warrant against Anderson, orders Union government to seek his extradition from the US. On request from UCIL, court postpones attachment of properties in India. Case against foreign accused is separated from Indian accused

Aug 6, 2002: Attorney General opines that extradition proceedings may not succeed; therefore, may not be pursued. Afterward, CBI files fresh application seeking prosecution under different sections.

Apr 2002: Survivors stage month-long dharna in Delhi against dilution of charges against Anderson. Charges are not diluted

May 2003: Under pressure from activists, CBI forwards request for Anderson’s extradition to MEA, which is then sent to the US State and Justice Departments

June 2004: US government rejects the Indian request for Anderson’s extradition

July 2009: CJM’s court again issues non-bailable warrant against Anderson and asks CBI to produce a report

June 7, 2010: CJM convicts Keshub Mahindra and seven others, sentences them to two years in prison. Protests across the country against the sentence; demands for extradition of Anderson

April 2011: CBI again forwards extradition request to MEA, which sends it to the the US government.

April 2013: CBI presents status report in CJM court, saying the US has not taken any decision on extradition, the issue is still under examination.

Sep 29, 2014: Anderson dies
