Vigilance begins probe against HTC officials

‘Tampering’ of clause in lease agreement discovered in court

The state Vigilance Bureau has initiated probe into an alleged scam in which a few Haryana Tourism Corporation (HTC) officials allegedly forged official documents and attempted to extend benefit worth crores to a company. While the Vigilance probe was ordered last month against a Company Secretary rank officer Praveen Gupta,certain senior HTC officers,including an IAS officer and a HCS officer,are also under scanner.

The matter pertains to extending a lease agreement of a government land,located in Pinjore,in favour of High Point Amusement (Private) Ltd by five years. However,there was no such provision in the original agreement signed between the state government and the company. Praveen Gupta,the then Company Secretary,allegedly tampered with official records and inserted a clause extending the lease of government land by five years. This alleged “tampering” came to light last year when High Point Amusement (Private) Ltd approached the Punjab and Haryana High Court and obtained a stay order on its eviction from the said land on the basis of this clause. The then HTC Managing Director apprised the HC that the government would take action against the officers for tampering with official records. The stay was vacated by the HC and the company’s petition was dismissed.

In August,last year,the state government ordered that Praveen Gupta be chargesheeted under major penalty for “grossly violating the BOD’s decision and tampering of record with an ulterior motive/ mala fide intent to favour High Point Amusement (P) Ltd for monetary benefit; and behaving in an unprofessional,irresponsible and unauthorised manner by exceeding his jurisdiction and misusing his position”.

In his reply submitted to the government in October last year,Gupta took the plea that since “no loss was suffered by HTC”,the charges against him may be dropped. The then General Manager (Administration),HTC,P K Sharma,did not agree with Gupta’s plea and wrote on the file that a warning be issued. The then Managing Director,HTC,Anand Mohan Sharan,also agreed and let Gupta off with a mere warning.

However,when the matter reached Principal Secretary (Tourism) Vijai Vardhan,he overruled both officers and pointed out that the nature of forgery committed by Praveen Gupta can not condoned by a mere warning and recommended a vigilance probe.
