The Supreme Court on Thursday issued notices to Kerala government and others on an appeal filed by former ISRO scientist Nambi Narayanan, who has sought prosecution of former state DGP Siby Mathews and some other police officers for framing him in an espionage case. Mathews is currently Kerala Chief Information Commissioner.
Narayanan, 74, has appealed against the order of the Kerala High Court, which had held that after a lapse of 15 years, no punitive action was required against Mathew and other police officers, who comprised an investigation team in 1994 when the scientist was booked. A report by the CBI had found Mathew and two retired SPs, K K Joshua and S Vijayan, responsible for his illegal arrest.
Narayanan has said that the HC order was untenable and that “it would only encourage the unlawful action and mindset on the part of the Kerala police to harass innocent persons for extraneous considerations”. His petition also cited orders by the top court and the NHRC for granting compensation to him for his illegal arrest.
