The Punjab and Haryana High Court on Friday reserved its orders on the petition filed by Punjab Pradesh Congress Committee (PPCC) challenging the process of delimitation of wards for the forthcoming Panchayat elections.
The division bench comprising acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain,however,made it clear that till the pronouncement of orders,the state will not issue final notification for the Panchayat elections.
Orders were reserved after the Punjab law officer concluded his arguments. He opposed the petition filed by PPCC on several grounds including locus standi. Crying foul,the Congress had approached the high court challenging the delimitation of wards,alleging that the entire exercise was fraudulent and a complete sham. The party also alleged that no house numbers were provided by the deputy commissioners who,according to the Congress,were behaving like executive minions who could not transcend the interest of the state government. Appearing on behalf of PPCC,senior lawyer Anupam Gupta had also produced a copy of the notification issued by Fatehgarh Sahib DC who had clearly mentioned house numbers in each ward while carrying out the delimitation exercise.
On the other hand,state government had relied on common knowledge to argue that houses in villages have no house numbers. After marathon arguments,that stretched for three days,the high court on Friday reserved its orders on the petition.
