The Himachal Pradesh cabinet on Thursday decided to enhance the period for establishment of private universities from 25 to 40 years. No private university can now be dissolved or its land be diverted for purpose other than running educational institutions/universities for a minimum of 40 years. As per the present rule, only 25-year existence is permitted for a university. Himachal Pradesh has 15 private universities, most of these set-up during the BJP regime.

Revenue Minister Kaul Singh Thakur had recently recalled that while he was in the opposition,he had demanded enhancement of the period to 40 years, but the BJP government did not accept the demand. This was to prevent the university promoters from utilising the land for commercial purpose.

In another decision, the cabinet decided to withdraw existing rules to grant lease to private investors and institutions.

The rules were framed during the BJP regime in 2011. The Congress government,on return to power, had taken the opinion of the law department, which stated that the rules needed to be reframed and approved by the cabinet.
