A DCP-level inquiry has been initiated into a video that went viral on Sunday, showing a ‘drunk’ on-duty police constable, harassing locals in Malvani and allegedly molesting a transgender. The video was recorded on Friday.
Joint Commissioner of Police (Law and Order) Deven Bharti confirmed that Vikram Deshmane, Zonal Deputy Commissioner of Police, under whose jurisdiction the incident took place, would inquire into the incident. Investigators have identified the constable in the video as Hawaldar A Mandre. He is attached with the reserve branch of the Local Arms unit of the Mumbai Police in Marol.
“The report is expected to be submitted before Wednesday, after which necessary action will be taken against the identified constable,” said a senior officer, privy to the investigation, who did not wish to be named.

Investigators said that Mandre was allegedly under the influence of alcohol, while on duty and in uniform, on May 13. Mandre was stationed with 15 other colleagues from Local Arms near the Malvani fire station.
“The constable belonged to the Marol unit of Local Arms and was deputed for duty in Malvani on the night of the incident. The constable was in the wrong and has left us red faced. He has embarrassed the force and will not be let off easily,” said Shantilal Bhamare, who holds charge of the Marol unit of the Local Arms Division.
Senior police officers said a team of cops was sent to Malvani to record statements of people, captured in the video, shot on the mobile of a local resident.
Around 8 pm, Mandre was on Marve Road and arrived at a sugarcane cart, where he asked for sugarcane stalks. Then he allegedly commanded a passer-by to fetch him some liquor from a nearby shop. The request was also recorded in the video. He is later seen holding a small bottle of liquor.
