The ambitious initiative on self-financed universities in Maharashtra has so far received detailed project reports (DPRs) from nine groups or educational institutes. This includes Somaiya Vidyavihar in Mumbai (to establish Somaiya Vidyavihar University), Kalyani Education Foundation, Pune (to set up Kalyani International University, Khed city), Amity University, Delhi, Dr D Y Patil Infra Foundation, Worli (to set up Ajeenkya D Y Patil University in Pune) and Techno India Group, Kolkata, (Techno India University in Panvel, Raigad). The state-appointed scrutiny committee, which met recently, has sought compliance reports from the nine establishments.
The others are Maharashtra Academy of Engineering and Educational Research, Pune (to set up MIT University of Art and Design, Pune), Symbiosis Open Education Society, Pune (to set up Symbiosis Online University, Pune), Maratha Rai University, and a proposal from the Hyderabad Sind National Collegiate (HSNC) Board (which currently runs colleges like KC College and HR College in South Mumbai). Letters of intent will be issued to the approved proposals.
The DPRs include information regarding financial resources of the sponsoring body, the name, location and headquarters of the proposed university, the availability of land and details of buildings and infrastructure facilities, details of plans for campus development to be undertaken before the university starts functioning and phased programme for the first five years, the phased outlay of capital expenditure proposed for the next five years and its sources of finance, the scheme for generation of funds internally through the recovery of fees from the students, revenues anticipated from consultancy services and other activities relating to the objects of the university.
“The system proposed to be followed for selecting students for admission, whether the university proposes to undertake any programme related to local needs, whether it proposes to start some programme for the benefit of farmers, agricultural labours, women labourers and industries, details of playgrounds and other facilities available or proposed to be created for games, sports and extra-curricular activities, among others, are also part of the DPRs,” said a state government official.
After receiving the letter of intent, the sponsoring body will have to submit its compliance report to the government.
“If all conditions have been fulfilled, the proposal will be submitted for approval of the Cabinet. Once the Cabinet okays it, the bill for establishing self-finance university will be submitted to both Houses,” said the official.
