A DAY after Speaker Satish Mahana pointed out just at the start of the proceedings that someone spit ‘paan masala’ at one of the entrances of the state Assembly, he announced an immediate ban on use of ‘paan masala’ and gutkha (tobacco) inside the Assembly and a fine of Rs 1,000 for anyone violating it, including MLAs, officials and staff. A day before, Mahana had pointed out that he was informed about the carpet getting dirty because someone had spit ‘paan masala’ and how it had to be cleaned manually.
Mahana informed the House that although the person was spotted in CCTV footage, he would not reveal the name.
The Speaker also informed the House that it was reported that some of the legislators did not stand in their respective lobby during recitation of ‘Vande Mataram’ in the Assembly. He said that CCTV report has brought forward the members, who did not stand in respect and said that not giving respect to Vande Matram is violation of commitment to the constitution. He requested all the MLAs to ensure that such acts are not repeated in the future.
Speaker Satish Mahana also informed the House that incidents of vehicles using fake vehicle passes or using passes issued to MLAs wrongfully, has come to light and that the inquiry for the same has been given to the Home Department. Speaker said that it has come to knowledge that despite giving two passes to each MLAs, some wrong passes are being used. Speaker said that keeping security in mind, by the end of April, passes equipped with RFID would be issued and manually-issued passes would be cancelled. Speaker also informed that digital identity cards have been prepared for all the legislators.
The Speaker also informed the House that soon they would witness “Artificial Intelligence-equipped functioning of the Uttar Pradesh Assembly in the coming financial year.
Later in the day, the first session of 2025 of the state Assembly was adjournedsine die ( indefinitely) on Wednesday.
The total time period in the proceedings of the House was 72 hours and 56 minutes. In the session of ten sub-sessions, the time period without adjournment was 69 hours 20 minutes. While the proceedings of the House were adjourned for three and hours 36 minutes.
According to a statement, at the end of the session, Assembly Speaker Satish Mahana expressed his gratitude to leaders of all the parties.
Parliamentary Affairs Minister Suresh Kumar Khanna said that whatever promise members make in their area in the House, they must fulfil it, otherwise it will reduce their credibility.
He said that MLAs should go to the library and study. The more information you have, the better you will be able to put your point, he added.
Leader of Opposition Mata Prasad Pandey expressed his gratitude to the Speaker and said the new technology has helped MLAs in the proceedings of the Assembly.
