Fresh bidding for online stamps,registration project

After the computerisation and online networking process of the Stamps and Registration department of the state under public-private-partnership model had entered the last stage of bidding process.

After the computerisation and online networking process of the Stamps and Registration department of the state under public-private-partnership model had entered the last stage of bidding process,the state government has suddenly cancelled it and decided to go for fresh bidding.

The online project aims to make the registration process transparent and efficient but invitation of the fresh ‘request for qualification’ for the technical bid has created doubt among the private players over the implementation of the project.

Sources in the Stamps and Registration department said the companies of national and international repute like Infrastructure Leasing and Financial Services,TCS and HCL had qualified for the technical bid and were to appear for the final financial bid. Earlier,the date for submitting the proposal request document was September 23. As per the September 10 government order,the document submission date was “postponed till further notice” and then on September 30,during a bid evaluation committee meeting,it was decided to cancel the entire process.

The only reason that has been given for inviting fresh bids is the need to include the newly formed district Chhatrapati Shahuji Maharaj Nagar in the project. Sources said the department’s decision has not gone down well with the private players,though,none is ready to speak over the issue as of now.

When asked about the reason for cancellation of the earlier process,Himanshu Kumar,Inspector,general registration and commission stamp,said,“Since new district has been added,we had to consider it as well. The fresh request for qualification document has been worked out.”

When asked,a senior official of a private company,which is interested in the project said,“It is an ambitious project and we are interested in taking it up but we will have to see the fresh document before taking any further decision. We do not know how much time,it will take.”
