Close on the heels of two IPS officers moving the Central Administrative Tribunal (CAT) that led to the promotion of four IPS officers declared null and void,the principal secretary of Department of Paschimanchal Unnayan A B Chakraborty is all set to approach the tribunal demanding that his basic pay should be made equivalent to that of an additional chief secretary (ACS) rank.
He will ask the tribunal to hike his basic salary to Rs 80,000 which an ACS is entitled to. At present,the basic pay of Chakraborty,a 1977 batch IAS officer,is Rs 79,000.
What I can say is that I was wronged. I was supposed to get the rank of ACS but I was denied. What blasphemy did I commit that I got this treatment? said the officer.
In the merit list of the 1977 batch of IAS officers,Chakraborty stood 14th at the all-India level,while Samar Ghosh,the incumbent Home Secretary was ranked 34th,and Sabyasachi Sen,the current chairman of state Public Service Commission was ranked 41st. Similarly G D Gautama,now principal secretary (power) was ranked 113th. Except for Chakraborty,all the three officers have become ACS. As per the rules,an officer can not appeal to CAT demanding a particular post,but he can appeal for a pay scale that he thinks he was denied.
According to sources,Chief Secretary Ardhendu Sen had offered him the post of Director,Administrative Training Institute,which Chakraborty has accepted. The post is,however,not equivalent to ACS rank.
Ghosh,however,refused to comment on the matter.
