Two days after suspending 35 Kashmiri students “for nuisance and deplorable acts,” the Chittorgarh-based Mewar University in Rajasthan Monday said that the University had filed a contempt petition against the Rajasthan Nursing Council (RNC) over the delay in granting a No Objection Certificate (NOC) to the university and empanelling the University in the approved list of institutions.

After the suspension of 35 students of B.Sc. (Nursing) 2nd year on Saturday, the Jammu and Kashmir Students Association had on Sunday expressed “deep concern.” Its National Convenor Nasir Khuehami had said that these students have been protesting for the past three days due to the university’s failure to secure the necessary approvals from the RNC and Indian Nursing Council (INC) for the B.Sc. Nursing course, and that the absence of these crucial approvals jeopardises the academic future of these Kashmiri students.

University Registrar Pradeep Dey shared a “factual report” on Monday over the developments which said, “We have explained everything to the students, very soon we will get all the necessary approvals from the concerned authorities. Students were advised to cooperate with the University and attend their classes regularly. Students were also advised not to get involved in any disciplinary activities and not to disturb the classes but students are not cooperating, they are creating nuisance in the campus, disturbing classes and raising slogans unnecessarily.”

The report stated that the RNC constituted a committee to inspect the Mewar School of Nursing at Mewar University on the order of Rajasthan High Court and visited the University in October 2022. Subsequently, citing the committee’s report, the Rajasthan High Court passed an order on the basis of which the university admitted students in B.Sc. (Nursing) programme for the academic session 2022-23 through the Jammu Kashmir Special Scholarship Scheme.

The University said that citing the HC order, it wrote various letters to the Principal Secretary, Medical and Health Department, as well as Registrar, RNS, and varsity officials also personally met the concerned officers and ministers for NOC and empanelment in the approved list “but none responded affirmatively till date.”

Owing to a lack of response, the University filed a contempt petition in High Court against the Rajasthan government, making its Principal Secretary, Medical and Health Department, and Registrar, RNC as parties, and notice was issued to them. While the respondents filed their reply on October 15, the university said that the matter is still pending in the court and that it hopes a decision will be taken soon in favour of students.
