The Telangana High Court recently issued a strong directive ordering an immediate inquiry into grave allegations of custodial torture against police personnel in Nagarkurnool district, and the preservation of crucial video evidence in this connection.

The case involves a writ petition filed by a farmer, Chirumani Balaraju, 36, who accused three officers — a sub-inspector and two constables of Kollapur police station of illegally detaining and brutally assaulting him on September 17.

The order dated October 15, issued by Justice N V Shravan Kumar, stated that the Superintendent of Police (SP) in Nagarkurnool must conduct a full investigation into the matter. “…respondent No.3 is directed to cause an enquiry into the matter and file a detailed report, along with CCTV footage recording of Kollapur police station on 17.09.2025 between 11.00 AM to 3.00 PM.”

According to the petitioner’s counsel, Karnati Venkata Reddy, Balaraju went to the Kollapur police station to lodge a complaint over a land dispute. However, instead of registering a First Information Report (FIR), the police personnel detained him illegally and beat him “with leather belts, tire belts and lathis”. Balaraju also accused the officers of attempting to murder him. The petitioner filed photographic evidence of his injuries along with his plea.

The petition sought a declaration that the failure of the state authorities to register an FIR on his subsequent complaints (dated September 29 and October 6) was illegal, arbitrary, and violative of his fundamental rights, citing landmark Supreme Court judgments on custodial violence and mandatory FIR registration.

The court issued the interim order taking cognisance of the serious allegations and the supporting materials. Mentioning the specific four-hour period during which the alleged assault took place, it directed to ensure compliance with Supreme Court mandates regarding CCTV preservation in police stations.

The court also issued a show-cause notice to all seven respondents, including the three accused police officers, instructing to file their response by the next date of hearing. The case will be listed again on November 6.
