In order to reduce the completion time of projects in urgent situations, the Delhi Jal Board (DJB) has come up with a new mandate – superintending engineers have been given financial powers to award maintenance and emergency work of up to Rs 10 lakh without inviting tenders.
“The DJB, in its 175th meeting held on November 18, has considered the proposal submitted by Director (Finance & Accounts)’s regarding delegation of financial powers to Superintending Engineers of Maintenance Side for award of work without call of tenders, spot quotation costing up to Rs 10 lakh in case of an emergent situation in the Delhi Jal Board,” read a government circular.
Officials said that works under Rs 10 lakh are mostly related to maintenance such as fixing broken pipelines, routine maintenance of equipment, and similar small works.
The proposal was deliberated in detail and the Board approved it with the directions that concurrence of Member shall be taken for each work under this category before using the delegated financial power, said the order.
Further, the delegation of financial powers is subject to strict compliance of General Financial Rules (GFR), Central Public Works Department (CPWD) Manual, Procurement Manual and all other codal formalities and instructions issued by the Government and department from time to time, the order said.
“A monthly report of such cases shall be submitted to the CEO, DJB through the concerned official and member by 7th of the following month,” said officials.
Currently, tenders are floated for any projects that cost above Rs 25 lakh and above e-tenders along with advertisement in newspapers for projects costing Rs 50 lakh and above.
In this year’s Budget, the Delhi government has allocated Rs 9,000 crore for sewage and water pipeline upgradation. An allocation of Rs 500 crore was also made for repairing and replacing the aging water pipeline of the DJB with new ones.
