MCD directs NGOs to pick up ‘aggressive’ dogs; keep them under CCTV surveillance, maintain records

The Municipal Corporation of Delhi (MCD) has instructed all NGOs running animal birth control (ABC) programmes to start picking up “ferocious and aggressive” stray dogs first from vulnerable hotspots like government offices, hospitals, schools, parks, colonies and institutes.

In a letter dated August 19, the MCD directed that the stray dogs, after being caught, should be kept in ABC centres, also asking the NGOs to keep the canines under CCTV surveillance apart from maintaining physical records at the centres.

“The stray dogs will be at the ABC centres run by the NGOs that will maintain CCTV footage of sheltered dogs and maintain record,” the circular stated.

All the zonal veterinary officers were also directed to hand over stray dogs to the nearest ABC centres.

Both the NGOs and the zonal officials will also have to ensure that the dogs picked up are recorded through the 311 mobile application, and daily reports from their respective areas are submitted to the officials concerned.

This comes after the Supreme Court, in an order on August 11, directed authorities in the Delhi-NCR to relocate all stray dogs to shelters within eight weeks.

A three-judge bench comprising Justice Nath, Justices Sandeep Mehta and N V Anjaria then reserved its interim order.

Meanwhile, the owner of an NGO which runs the ABC programme with the MCD, on the basis of anonymity, said, “The NGO is already running with full capacity and out of fear, we were not letting our vans out. But if the MCD has instructed us, we have to go when we receive calls and move them to the centres.” The owner added that the sterilisation programme has been halted and it is becoming tough for them to pay salaries to the employees.
