Gurgaon civic body pulls up contractor over poor road quality, imposes Rs 57 lakh penalty

The Municipal Corporation of Gurugram (MCG) on Monday imposed a penalty on a contractor for failing to meet quality standards in road carpeting work in Malibu Town, officials said.

MCG officials stated that Deshwal Construction Company, based in Bahadurgarh, was issued a final notice and slapped with a 10 percent penalty amounting to Rs 57.6 lakh for substandard work on a Rs 5.75 crore project.

According to MCG officials, the contractor began the recarpeting work before the monsoon, but inspections revealed unsatisfactory quality. “Despite instructions to rectify the work, the agency failed to comply with standards even after resuming work post-monsoon. The corporation has now warned that further lapses will lead to blacklisting and reassignment of the work to another agency at the contractor’s risk and cost,” an MCG spokesperson said.

According to officials, the delays and poor quality were flagged by the civic body in the construction of bituminous macadam (BM) and bituminous concrete (BC) roads in the township, which falls under the city’s Ward 11. A work order dated February 4, 2025, had been issued for an 11-month period from February 11, 2025, to January 7, 2026, officials said.

The work was not executed as per the agreement, they added.

“As reported by the Assistant Engineer on October 13, 2025, the 03 nos. street in which(the) BC layer has been laid at Palm road street (H. No. 1 to 34) are not as per quality and (the) BC layer has been eroded at various locations. So, you have given last opportunity to rectify the said work otherwise work will be withdrawn from your firm and will be debarred from participating (in) any further tenders”, the notice reads.

The Indian Express reached out to the company for comment but did not get a response.

MCG Commissioner Pradeep Dahiya emphasised that providing durable infrastructure to citizens is a priority, and no leniency will be shown to contractors compromising on quality. He has directed all engineers and officials to conduct regular inspections and report any irregularities for immediate action, the spokesperson added.

Malibu Town Residents Welfare Association (RWA) president Vijay Shiv Nath said that the RWA had also brought the issue to the civic body’s notice earlier this year.

“They have always been prompt and sent officials for inspection whenever we raised concerns. Even our councillor, Kuldeep Yadav, has been very cooperative and supportive. These constructions often take place at night, so we are not always able to properly monitor and supervise the work. We are confident of a speedy resolution now,” he said.
