Don’t call police irresponsible if women stay out till 2 am: Top cop

B K Gupta says most sensational cases solved,asks residents to give constables more respect

Police cannot be called irresponsible if “women are out at 2 am on the streets”,said Delhi Police Commissioner B K Gupta at a seminar on Saturday.

He was talking about safety of women a seminar — Face to Face with Government — orgainsed by FICCI Ladies Organisation (FLO).

“Police find themselves receiving criticism at every point. Most of the sensational cases have been solved,but we do not get any marks for the solved cases; it is only the unsolved cases that the media highlights. Delhi is often considered to be an ‘unsafe’ city,but one can’t say the police is not doing anything if the girls are out at 2 am on the streets of the city,” said Gupta. Even parts of cities like London get “unsafe” at night,he added.

Other speakers included Additional Commissioner of Police (Traffic) Premnath Paldan,Additional Deputy Commissioner of Police (Special Cell-Women and Child) Suman Nalwa and President of FICCI-FLO Neena Mahlotra.

The police chief also made a plea to respect and encourage the personnel,particularly the constables. “The constables must be treated properly because they live and work in extremely difficult situations. There are no eight-hour shifts for the police. When the entire city celebrates festivals,police are still on the streets to ensure everyone’s security,” he said.

Gupta said a number of measures have been taken to improve security for women. Out of 11 districts in Delhi,he said,three were being headed by women DCPs who were “more efficient than their male colleagues”.

Additional DCP Nalwa said police has been organising self-defence training programmes for women in various areas. “It is a 10-day programme,where we teach such techniques to interested women participants for two hours each morning,” she said.

Gupta also spoke about the safety of senior citizens and role played by beat constables to ensure their security. “Beat constables regularly meet them; sometimes they also submit their water and electricity bills. In fact,they often send the elderly greeting cards,” he said.

Reacting to Gupta’s statement about women staying out late hours,Ranjana Kumari,director of Centre for Social Research,said the Commissioner’s understanding of the scenario was misplaced.

“There are many working women who do not choose to be out on the road at 2 am. He is not recognising the changing pattern in the lives of working women. In some sense,he is also blaming the victim. The state should understand its responsibility. The risk is equal for both men and women. Unless it is very necessary,no one wants to go out of their house at 2 in the night. There should be a zero tolerance for such incidents,” she said.
