Delhi govt to recognise schools in non conforming areas, adds 20,000 new seats for underprivileged students

The Delhi government has decided to grant recognition to private unaided schools operating in non-conforming areas, clearing the way for the generation of around 20,000 new seats for students from Economically Weaker Sections (EWS), Disadvantaged Groups (DG), and Children with Special Needs (CWSN), officials said.

The development will bring nearly 500 schools under the purview of Directorate of Education (DoE), officials added. The DoE’s online portal will open for applications from November 1 to 30, 2025, after which eligible schools meeting prescribed norms will be granted recognition.

Education Minister Ashish Sood said the decision resolves a decade-old issue that had left many schools functioning without formal recognition.

“For over a decade this issue remained buried in files while children were denied their constitutional right to education. Previous governments played favouritism, recognising a few while neglecting many…This is not just administrative reform, it is justice for our children, fairness for our institutions, and a genuine step towards democratising education in Delhi,” said Sood.

According to officials, the move marks the first such recognition drive since 2013. The decision, officials noted, ensures compliance with Article 21-A of the Constitution and the Right of Children to Free and Compulsory Education Act, 2009 (RTE Act).

Sood said the policy “sets a new standard in equitable education governance – a milestone that will be remembered as a defining chapter in the city’s education journey.”

The government said recognition will bring these schools under DoE’s purview, ensuring compliance with norms on infrastructure, safety, teacher qualifications, and fee transparency. It also enables them to upgrade to higher levels, ensuring continuity for students, said officials.
