All stakeholder departments, including the Municipal Corporation of Delhi (MCD), have been directed to focus on checking dust pollution in the city, and to strictly enforce measures on the ground.
Chief Minister Rekha Gupta is learnt to have asked officials to ensure dust and garbage are removed from the roads, and staff report compliance by submitting before-and-after photos and weekly reports on cleanliness drives.
She has said that funds will not be a constraint if the MCD requires machines for mechanical sweeping or the disposal of green waste, new dustbins, or sprinklers, officials said.
Senior bureaucrats have been directed to make personal visits to the field once every day to monitor the cleanliness and waste-management work in the city, and to submit daily reports to the Chief Minister’s Office, the officials said.
These measures are critical because dust – generated on the road and at construction sites, during the disposal of solid waste, and by the transport sector – is a major component of PM2.5 and PM10 in Delhi and the NCR.
More than 2,000 teams have been constituted to enforce the anti-pollution measures on ground, officials said.
“A high-level meeting was chaired by the CM last week where MCD officers were asked to explain why dust-related complaints were not attended to, and a strict warning of action, including suspensions, was issued,” sources said.
“The CM noted that pollution can’t be stopped in a day, but it can be controlled by implementing strict measures on the ground,” a senior official said. He said senior MCD officials had been directed to form an online group, and to look into complaints as soon as they were received from the public.
“Deputy Commissioners have been asked to ensure that their areas are clean and water is sprinkled to control dust,” the official, who was present at the meeting, said.
Departments such as the Delhi Urban Shelter Improvement Board (DUSIB) and Delhi Development Authority (DDA) have been asked to provide land to MCD to install larger-capacity waste compactors across Delhi, sources said.
At a separate meeting, the CM is learnt to have asked the Public Works Department (PWD) and other road maintenance agencies to expedite “wall-to-wall” road construction so that dust accumulated along road edges can be reduced or eliminated. Officials have also been directed to immediately identify potholes and repair them on priority, officials said.
