Himachal Pradesh police, through the DGP, have submitted the probe report on the breach of privilege allegations against 2018-batch IPS officer Ilma Afroz to the Himachal Pradesh Assembly Secretariat.
Sources said, “Officials in the assembly secretariat have decided to place the probe report before the privileges committee of the Himachal Pradesh Vidhan Sabha. The police probe was conducted by DIG Abhishek Dullar. The report is sealed and will be opened in the presence of the committee members.”
A senior officer said, “We received the probe report on the allegations against the woman IPS officer earlier this week. It came from the office of the DGP, Himachal Pradesh. Although we informed the police headquarters via email that the report should have come from the Home Secretary’s office instead of the DGP, it will still be presented before the privileges committee.”
During the monsoon session in September last year, Doon Congress MLA Ram Kumar Chaudhary alleged that then-SP Baddi, Ilma Afroz, had breached his personal secrecy by misusing her authority. Later, Afroz applied for leave and kept extending it until she was posted to the state police headquarters in Shimla on December 17. The MLA and Afroz had strained relations from the beginning, as she had earlier taken legal action against machinery belonging to the Congress MLA’s wife after it was found involved in illegal mining.
Afroz, who was posted as Baddi SP, proceeded on a 15-day earned leave starting November 7. Subsequently, the charge of SP Baddi was handed over to Himachal Pradesh Police Service (HPPS) officer Vinod Kumar Dhiman on November 14. Afroz is yet to receive a new posting after returning to duty on December 17 at the police headquarters in Shimla.
Meanwhile, a petitioner, Sucha Ram, has filed a plea in the Himachal Pradesh High Court, Shimla, claiming that Afroz was pressured into taking leave and that law and order in the area deteriorated after her transfer. The petition highlights that during her tenure, Afroz took strict action against illegal mining, the drug menace, and organized crime in the Baddi-Barotiwala-Nalagarh Development (BBND) area.
