Leader of Opposition, Partap Singh Bajwa, in a letter to Punjab Vidhan Sabha Speaker, Kultar Singh Sandhawan, on Wednesday, complained of “unchecked use of offensive language by the Chief Minister, against the Opposition members”.
Bajwa in his letter urged the Speaker to take “initiative in upholding the values our democratic institutions stand for” apart from working collectively to “ensure that the House remains a beacon of decorum, dialogue, and constructive discourse”.
In the letter, which he wrote to Sandhawan to convey his “consistent concern regarding the frequent convening of Vidhan Sabha Sessions on short notice over the past nearly two years under the current AAP regime”, Bajwa, who is the Congress MLA from Qadian, said, “One of the disturbing trends that deeply troubles me is the unchecked use of offensive language by the Chief Minister, against the Opposition Members.
This behaviour, tantamount to bullying, diminishes the dignity of our legislative body and transforms it into an arena of chaos, controlled by a ringmaster for mere entertainment like the Apollo Circus. If this unsettling trend persists and the intimidation of Opposition Members goes unaddressed, I am compelled to state that history will not look favourably upon the Speaker’s performance as the custodian of the House.”
Referring to frequent convening of Vidhan Sabha sessions on short notice, Bajwa said, “This practice, which has become a routine rather than an exception requiring its discreet use, also raises concerns about the Executive’s avoidance of traditional oversight by the Legislature. It has the potential to undermine the democratic process.”
He added, “In reference to the notice dated 10th October, 2023, issued by the Vidhan Sabha Secretariat, re convening the Session that was adjourned sine-die on 20th June, 2023, I must bring to your attention the distressing erosion of the cherished traditions and conventions that have defined our parliamentary history.”
He further wrote, “Several disconcerting factors have come to light: First and foremost, the notice issued has effectively erased the significance of the regularly held sessions like ‘Monsoon Session’ and ‘Winter Session’ from our collective memory. This deliberate omission raises questions about transparency.”
He added, “Furthermore, it is disheartening to observe a growing trend in which the privileges of elected representatives are circumvented by the abrupt convening of sessions with limited notice, primarily focused on the government’s agenda. This practice jeopardizes the fundamental democratic process by stifling opportunities for public issues to be addressed during essential parliamentary functions such as the Question Hour, Zero Hour, Call Attention, Private Members’ Business, and Legislative Business.”
The letter further read, “I urge you, as the Leader of Opposition, to join hands with fellow parliamentarians in addressing these pressing issues and restoring the cherished principles of democracy, transparency, and dignity to our revered Vidhan Sabha. Let us work collectively to ensure that the House remains a beacon of decorum, dialogue, and constructive discourse.”
