Submits report to health secretary; death due to negligence cannot be ruled out,say sources

An internal inquiry marked into the incident where a Patiala resident,Bulbul,delivered a child while standing in a queue and lost it,was concluded on Monday and the report submitted to Health Secretary Ram Niwas by GMSH-16. Under the scanner are eight doctors and an intern who were on duty at the Gynaecology department that fateful day,and pharmacist Jasjit Kaur,who had prepared the medical card for Bulbul.

The inquiry was conducted by Dr Raman from the Radiology department. The doctors on duty have been identified as Senior Medical Officer Dr Vidhu,Medical Officer Dr Usha Bansal,Medical Officer Suneet Walia,Dr Vandana,Dr Simrat,Dr Rita,Dr Avneet and medical intern Dr Sween.

The health officials refused to comment anything on the report and maintained that the same would be disclosed only after the health secretary examines the same. Meanwhile,Niwas also refused to comment on the report.

Sources said medical officials in the report have mentioned the changes that are required in the working system of the hospital. However,it is not known if responsibility has been pinned down on anyone. The hospital has called the incident unfortunate and has talked about things required to be improved,added the sources.

The sources further said the inquiry report mentions that the responsibility can be fixed only after the postmortem report comes,as it would be known when the child died.

Experts investigating the case have not ruled out medical negligence as the cause of death. They have also said that even if the child was stillborn,the fact that it might have died in the womb while the mother looked for medical assistance cannot be ruled out.

Further,the missing medical card has created a road block in the inquiry,as now there is no documentary proof to show that whether Bulbul was provided any medical care on not. Responsibility cannot be fixed as the part when Bulbul went to the doctors was not recorded by the CCTV cameras.

It is important to mention here that Bulbul has categorically maintained that she was not examined by any doctor in the hospital. The woman has also not received any relief from the health secretary,and is now waiting for her son to undergo surgery at the PGI.
