Learners’ driving license exam pass rate dips from 90% to 60%

The Chandigarh Registration and Licensing Authority (RLA) has increased the level of difficulty of the type of questions asked and increased the number of questions present in its learners’ driving license examination. As a result,fewer applicants are passing the exam.

According to Registering and Licensing Officer Sanjeev Kohli,only 10 questions were asked in the computerised examination and six correct answers were required to pass. However,now applicants have to pass 15 questions out of the 25 questions in the examination.

“In the past,the success rate was 90 per cent. However,this has now decreased to 60 percent,” said Kohli. He claimed that questions about road signs are now apart of the examination. As not many applicants are aware of the road signs,the number of people passing the examination has decreased. “Adding questions about road signs is important as it increases safety in the city,” Kohli said. “There are now better drivers on the road and fewer accidents taking place.”

Moreover,the licensing department has examination information such as road signs and traffic signals are presented on its website (www.chdtransport.gov.in). The examination questions are also flashed on a screen in the RLA office,giving applicants access to the information at all times.

The RLA has a centralised system that allows applicants to process their documents under one roof. Moreover,Kohli states that senior officials prefer to stand in queues and complete the formalities. Regular checks are also conducted by the department to ensure fair play.

If a problem occurs with the application,the RLA emphasises the importance of taking instant action to rectify the mistake. However,many applicants are complaining that the long queues and tough examinations are discouraging them to go through the tedious process.

Kanica Sharma,a second year student from GGDSD,says she faced difficulty with some of the questions posed on the driving license examination. “Along with the tough questions in the exam,we stand in long queues to take the driving test,” Sharma said. As a result,applicants in similar situations like Sharma have the need to use other methods of attaining their license such as contacting agents or touts.

Kohli claims,under a centralized system,there is no need to hire agents or touts to facilitate the process of filling forms,getting affidavit on non-judicial stamp paper and other formalities. Moreover,the agents charge Rs 1000 to Rs 2000 per applicant or more for their services.

He says,with all the right paperwork and utilization of the material posted on the website and on the screen in the office,applicants will be able to pass their learners license examination,along with the the driving exam.
