The National Commission for Scheduled Castes (NCSC) has taken suo motu cognizance of the alleged suicide of Dalit IPS officer Y. Puran Kumar and issued a notice to the Chief Secretary and Director General of Police (DGP) of Chandigarh. The Commission has directed both officials to submit an action-taken report within seven days.
Exercising powers vested under Article 338 of the Constitution of India, the Commission stated that it will conduct an inquiry and investigation into the matter.
The NCSC has sought detailed information in the report, including the names of all accused persons, the FIR number, date, and relevant sections invoked, details of arrests made, and any compensation provided to the deceased officer’s family.
The notice further cautioned, “Please note that if the Commission does not receive your reply within the stipulated time, it may, in exercise of its powers under Article 338 of the Constitution, issue a summons requiring your personal appearance or that of your representative before the Commission.”
This notice follows Kumar’s death by suicide (via gunshot) at his Sector 11 residence, amid allegations of caste-based harassment detailed in his 8-9 page suicide note naming senior Haryana IPS/IAS officers. His wife, IAS officer Amneet P. Kumar, has also filed a complaint against Haryana DGP Shatrujeet Singh Kapur and Rohtak SP Narendra Bijarniya under relevant sections of BNS and SC/ST Atrocities Act.
