After IAS officer Amneet P Kumar raised a slew of questions over the death of her husband and Haryana IPS officer Y Puran Kumar, who was found with a gunshot wound at their Chandigarh residence on Tuesday, the Haryana government has reportedly been scrambling its resources to pacify the agitated family.
Three days after Kumar’s death, his family is yet to give consent for the post-mortem examination even as the body lies at the Government Multi Specialty Hospital in Sector 16. The Chandigarh Police had written to the Post Graduate Institute of Medical Education and Research (PGIMER) to constitute a board of doctors for the post-mortem examination, with instructions to videograph it.
Alleging “dilution” of the First Information Report (FIR) lodged in the wake of his death, Amneet has demanded that the names of the IPS and IAS officers named in Kumar’s “final note” be included as “accused”. She also demanded that harsher sections of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act be included in the FIR.
On Friday morning, Chief Minister Nayab Singh Saini chaired a high-level meeting with top officials of the government, following which Cabinet minister Krishan Lal Panwar was sent to Amneet’s residence to pacify her. Chief Secretary Anurag Rastogi and Additional Chief Secretary (Home) Sumita Misra also reached Amneet’s residence.
The development comes as the state’s top brass is preparing for Prime Minister Narendra Modi’s possible visit to Sonipat on October 17.
Meanwhile, senior Haryana IAS officer D Suresh met Chandigarh Director General of Police (DGP) Sagar Preet Hooda and urged him to make amendments in the FIR. “We have urged the Chandigarh Police to initiate legal action and hold an impartial investigation. We also demanded that (Haryana) DGP Shatrujeet Kapur and SP (Rohtak) Narendra Bijarniya be immediately arrested. The Chandigarh Police have assured us of an impartial investigation,” he told reporters.
With Amneet’s formal complaint lodged on Wednesday demanding the resignation of Kapur and Bijarniya, the Haryana government is still contemplating whether to replace the two senior officers.
In the evening, Chandigarh Home Secretary Mandip Singh met Amneet at her residence. The IAS association has also called a meeting at 5 pm on Friday.
Meanwhile, IPS officers are putting their weight behind the officers who have allegedly been blamed in Kumar’s purported “final note”.
Speaking to mediapersons, Haryana Education Minister Mahipal Dhanda assured that “the government will ensure justice to the bereaved family”. “It is an extremely unfortunate and tragic incident that has taken place. The government is treating it with utmost sensitivity and seriousness. Chief Minister Nayab Singh Saini has already said that the bereaved family will surely get justice,” Dhanda said.
The Chandigarh Police have increased the security cover for Kumar’s family and at their official accommodation in Sector 24. A police picket was also set up outside the residence. The police have constituted a six-member Special Investigation Team (SIT), headed by an Inspector General-rank officer, to investigate the case.
On Friday, Union Food Processing Industries Minister Chirag Paswan wrote to Chief Minister Nayab Singh Saini and demanded a high-level impartial investigation to not only ensure justice to the family of the deceased officer, but also send a message that “irrespective of the rank/status of the accused, nobody will be spared if found guilty.” “I hope that you will treat this incident on top priority,” Paswan wrote.
Aam Aadmi Party (AAP) MP Malwinder Singh Kang also visited Amneet at her residence.
