HSVP failed to address severe water crisis: Panchkula residents’ group allege neglect

The Citizens Welfare Association (CWA), Panchkula, has raised serious concerns over persistent and worsening water shortages in the city’s Sector 15, accusing the Haryana Shahari Vikas Pradhikaran (HSVP) of repeatedly failing to address the issue despite years of complaints.

As per the CWA, residents are facing erratic water supply, low pressure and curtailed supply hours, particularly during the designated timings of 5 AM to 9 AM and 5 PM to 9 PM.

“Those living on first and second floors say they remain completely deprived of fresh water supply even for an hour, while even ground-floor residents struggle with inadequate pressure,” the CWA said on Wednesday

They also said that they experience sharp disparities compared with Sectors 6, 7 and 8, where full-pressure water supply is available for the entire eight-hour duration.

CWA president S K Nayar said the situation worsened on November 15, when water supply reportedly began late and stopped earlier than scheduled. It triggered an outburst of frustration on a residents’ WhatsApp group. The messages were immediately sent to the HSVP top officials, seeking urgent preventive action to tackle what residents called a “pitiable” water scenario.

The residents also demanded that Sector 15 be provided water on par with sectors 6, 7 and 8, with full-pressure supply for eight hours daily.

However, the association said the HSVP gave no timely response despite repeated complaints.

The urban body initiated action only after higher authorities intervened, said the CWA president.

‘Overhead water tank only solution’

The residents have reiterated their demand for a permanent solution and a clear roadmap for strengthening and augmenting the water supply system.

The CWA said the water infrastructure in Sector 15 had not kept pace despite it being one of the most densely populated areas — with more than 21,000 residents.

The sector has two underground water tanks with eight lakh and three lakh litres capacity. Yet pressure remains inadequate. The sector continues to depend heavily on waterworks in Industrial Area Phase 1, causing frequent delays, reduced supply hours and poor pressure.

Nayar, along with CWA members V K Jain, A K Walia, U K Gupta, Shahzad Khan and Vinay Kumar, has sought an urgent meeting with HSVP Chief Administrator Chander Shekhar Khare to discuss the crisis. The CWA has urged the HSVP to take their suggestions seriously and implement immediate corrective measures.

Additional underground tanks will not resolve the issue, the CWA said, adding that only an elevated structure can maintain the pressure. The citizen body said an overhead water tank in the sector was the only viable solution to ensure uniform water pressure across all pockets.
