Haryana IPS officer suicide: Rohtak liquor trader claims ₹2.5 lakh monthly bribe demanded in Y Puran Kumar’s name

A day after Haryana IPS officer Y Puran Kumar allegedly died by suicide in Chandigarh, senior officers told The Indian Express that a Rohtak-based liquor businessman, on whose complaint Kumar’s close aide and a head constable was arrested on bribery charges, had alleged he received a phone call in June from “IG-office” and the caller asked him to meet the junior officer.

At that time, Kumar was posted as the inspector general of police (Rohtak Range).

Narendra Bijarniya, Superintendent of Police, Rohtak, told The Indian Express on Tuesday evening that an FIR had been registered at the Urban Estate Police Station against the head constable, Sushil Kumar, a resident of Yamunanagar.

“We interrogated him, during which he confessed that he was demanding a bribe in the name of Y Puran Kumar. However, we had not yet summoned or sent any notice to Puran Kumar to join the investigation. Sushil Kumar was produced in the court and sent to judicial custody,” added Bijarniya.

Meanwhile, the postmortem examination of Kumar’s body will be conducted by a board of doctors at the Government Medical College & Hospital, Sector 16, Wednesday, after taking the consent of his wife and IAS officer Amneet P Kumar. She was part of the Haryana Chief Minister Nayab Singh Saini-led official delegation to Japan, and is on her way back to Chandigarh. She is expected to arrive in Chandigarh in the afternoon.

‘Pay monthly, or…’

In his complaint, which formed part of the FIR against the junior officer, Bansal alleged that he met Head Constable Sushil Kumar, who pressured him to pay a monthly bribe of Rs. 2.5 lakh. Bansal also alleged that Sushil subsequently came to his office, and reiterated the demand.

Bansal recorded their conversation, and lodged a complaint with the Rohtak police three days ago, based on which the First Information Report was registered. He reiterated his allegations in the court of Judicial Magistrate Ravleen Kaur.

“In June, Sushil Kumar pressured me that I will have to pay the ‘monthly’ [bribe money] to IG Sahib [Y Puran Kumar], if I need to stay safe and carry on with my liquor business. Sushil threatened me that if I fail to do so, the police will get him implicated in false cases at the behest of his rival liquor businessmen, but if I agree to pay ‘monthly’, I will be protected,” Bansal said in his statement to the Rohtak police.

In his complaint, Bansal recalled a particular day’s event when Sushil Kumar allegedly asked him for the bribe money at the behest of Kumar.

“I called Sushil to my office on July 9, 2025. I also called my friend, Jaibhagwan, there. During the meeting, Sushil demanded a monthly payment of Rs. 2.5 lakh from me, and said that IG Y Puran would fully support me. He also said that I should come meet the IG Sir, and finalise things with him directly. He asked me to pay the amount first, and then he will arrange my meeting with the IG Sir. I have audio recordings of Sushil Kumar and CCTV footage. Action should be taken against him,” Bansal said in his complaint.

Bansal also alleged that he had been receiving threats from the members of gangster Himanshu or Bhau’s gang, regarding which he had already lodged the FIRs and was also given police protection.

Police officers in Rohtak said that although Sushil Kumar’s official place of duty was Narnaul, he kept staying with Y Puran Kumar.

Y Puran Kumar’s accusations

Sources in the Chandigarh Police said that in his alleged suicide note, which he sent to a few officers considered close to him, Y Puran Kumar has accused several senior officers of “mentally torturing” him.

However, the Chandigarh Police are yet to initiate any action on the note that Y Puran Kumar is learnt to have left behind. “The investigation is going on,” said Kanwardeep Kaur, Senior Superintendent of Police, Chandigarh, Tuesday.

The Haryana Police also stated that they are investigating the matter.
